INNOVATIVE ASPECT OF FUNCTIONING

INDIVIDUAL PLACEMENT FACILITIES ON SPECIALLY PROTECTED NATURAL TERRITORIES (FOR EXAMPLE, THE IRKUTSK REGION)

The article presents the results of research on innovative aspects of the functioning of individual accommodation facilities in specially protected natural areas (on the example of the Irkutsk region). An assessment is made of the possibility of implementing ISR activities on the territory of protected areas and a number of innovative measures are proposed related to the provision of accommodation and temporary accommodation in ISR facilities in the field of eco-tourism in the protected areas of the Irkutsk region that meet the needs of the «new» tourist.

BORDERS, POSSIBILITIES OF USE AND PROBLEMS OF APPLICATION OF DIGITAL TECHNOLOGIES UNDER TRANSFORMATION OF THE RUSSIAN PUBLIC MANAGEMENT SYSTEM

The article defines the characteristics of the limits and boundaries of the implementation of opportunities in the system of modern use of electronic digital technologies in the development of information support for state and municipal authorities. The effective use of electronic-digital technologies is one of the key factors in the further transformation of information communications in the structure of interaction between public authorities and the population in certain territories and representatives of private business. The authors come to the conclusion that the degree of compliance of the planned indicators of the provision of public services in electronic format to the population and support to private entrepreneurship and the actual results obtained is an expression of the boundaries of the use of electronic-digital technologies in the transformation of the official management system.

INNOVATIVE DEVELOPMENT AND DIGITAL ECONOMY OF THE KHANTY-MANSIYSK AUTONOMOUS OKRUG - UGRA

The article presents the results of an analysis of the innovative development of the Khanty-Mansiysk Autonomous Okrug - Ugra, a review of program documents on the digital transformation of the region's economy is made. It is concluded that under the existing economic model, the growth of an innovative economy will be difficult. Growth points in Ugra may be its own manufacturing industry, subject to the availability of markets. This problem can be solved, including through digital conversion.

LABOR MARKET IN THE CONDITIONS OF DIGITALIZATION: THEORETICAL APPROACHES TO DEFINING THE CONCEPT IN LAW AND ECONOMICS

The article examines theoretical approaches to the definition of the concept of "labor market "in law and Economics, taking into account the modern processes of digitalization in society, the features of reflecting the economic content of the concept of" labor market " and its object in law, the main contradictions between the understanding of the labor market in Economics and law. A variety of theoretical approaches to the definition of the "labor market" is considered, due to the complexity of analyzing and describing processes that are related not only to the economy, but also to socio-demographic and legal aspects of digitalization of social and economic activities in the country.

The relevance of the study of the concept of “labor market” is determined by the need to establish a correlation between theoretical provisions related to economic knowledge and the practical application of the rule of law to regulate the processes occurring in the labor market in the framework of the legal field determined by the norms of labor legislation. The purpose of the article is to analyze the theoretical representation of the concept of "labor market" in Economics and law, taking into account the aspects of digitalization of the economy. Ways to develop the concept of "labor market" and other related economic concepts that can be used in law are suggested. Further research can be directed to the practical reflection of the economic understanding of the processes occurring in the labor market in the normative documents regulating labor activity.

This article discusses the problems and prospects of business development in the digital economy. DEVELOPMENT OF INNOVATIVE LEADERSHIP MANAGER QUALITIES AS A FACTOR OF ENTREPRENEURIAL STRUCTURES TRANSFORMATION

The article considers such a phenomenon as innovative leadership, its components. A study of the managers’ inclinations to an innovative type of leadership was carried out on the basis of the study of such characteristics as strategic vision, mutual trust with subordinates, risk appetite, ability to influence, flexibility, etc. Data from a study of the heads of organizations and enterprises of the Chuvash Republic are presented. The relationship between the type of organizational culture of the enterprise and the tendency of managers to innovative leadership is also established. Innovative cultures are differentiated and various intensity of their influence on the development of innovative leadership is revealed.

SYSTEM SELF-ORGANIZATION OF BALANCED DEVELOPMENT OF THE REGIONAL SOCIO-ECOLOGICAL AND ECONOMIC SYSTEM

The article deals with the theoretical foundations of the evolutionary transition of interdisciplinary knowledge from rational human actions to knowledge of the reasonable harmony of its economic activity with the self-organization of the surrounding world. Contradictions in the knowledge of the artificial and natural world are considered. It is shown that these contradictions can be overcome only after the elimination of those distortions that were imposed by modern economic theory, in which nature and its resources serve only as a means of economic activity. This elimination should be based on the interdisciplinary integration of humanitarian, natural and technical knowledge. Such integration develops ways to resolve ecological and economic contradictions and serves as the theoretical basis of a new science that should proceed from the objective laws of self-organization of a complex socio-ecological and economic system, and not the interests of only one economic benefit. Alternative energy is proposed as an innovative tool to solve emerging problems, the feature of which is the use of energy already circulating in the biosphere.

LEVEL ASSESSMENT OF ENTERPRISE DEVELOPMENT IN CONDITIONS OF INVESTMENT FORMATION

To assess the state of financial stability of an enterprise, namely the state of reference or sufficient financial stability, financial instability, based on the balance sheet data, key indicators of solvency, liquidity, financial stability, business activity and profitability are proposed for use, the calculation of which is based on the corresponding ratios between the balance sheet items. The levels are distinguished, which is due, firstly, to the need to take into account the time factor - the conditions for ensuring the financially sustainable development of the enterprise in the short, medium - and long-term periods, and secondly, to specify the content of the levels of financial stability of the enterprise and the corresponding competence in the field of management.

DETERMINING THE OPTIMAL FINANCING MODEL FOR CONSTRUCTION COMPANIES

The article discusses the financial indicators and results of production activities of the largest construction companies engaged in the construction of standard housing in the Russian Federation and the Novosibirsk region. FINANCIAL RISKS OF NATURAL MONOPOLIES:

PROBLEMS AND SOLUTIONS

The article summarizes the legal and practical aspects of the functioning of natural monopolies on the example of companies in various sectors of the economy. The problems of managing financial risks of corporations in the infrastructure sector of the economy of the Russian Federation are considered, the role of state regulation of the electricity industry is shown. A dynamic analysis was performed on the horizon of three years of risks of decreasing solvency, profitability and stability in a sample of several corporate structures in the format of natural monopolies. A comprehensive approach to the financial risk management strategy of electric grid companies is proposed.

SYSTEM FOR ENSURING ACCOUNTING INDICATORS IN THE DEVELOPMENT OF THE ENTERPRISE

The accounting subsystem must provide the formation of accounting data and reporting indicators in the form of, among other things, specially designed forms for analysis. Analytical procedures should be based on modern methodological approaches and ensure the formation of a set of indicators that fully meet the needs of effective decision-making.

Terms, used to define the essence of identical concepts characterize the process of accumulating, processing and transmitting accounting and analytical information necessary for external and internal users of various levels of management in order to make appropriate decisions. This gives grounds for the fact that it is advisable to use a single term to denote the semantic components presented in the terms under study, for example, "information support", which in the literature has somewhat ambiguous approaches to the definition.

OBJECTS OF INVESTMENT CONTROL IN THE STRUCTURE OF ENTERPRISE DEVELOPMENT AS AN ELEMENT OF MANAGEMENT

Non-material objects of investment control should include management decisions in the field of investment activity of the enterprise: their optimality, efficiency, rationality and adequacy to the current socio-economic conditions. A wide variety of subjects and objects of investment control cause the existence of the economy, management of investment risks and the achievement of the desired economic (social) effect.

External investment control consists of state control (carried out by the highest legislative and Executive authorities, state management bodies and specialized state control, the basis of this type of control is regulated by Russian legislation) and independent investment audit (checking the reliability of financial statements and the balance sheet of investments, establishing their compliance and correctness in accounting, compliance with the current procedure for investment activities on the territory of Russia). Thus, internal and external investment control are complementary elements of the company's investment activity control system, guided by common principles, tools and tasks, forming a holistic view of the effectiveness of the entities ' activities.

Analysis of the financial stability of an enterprise on the one hand is a tool for its management, and on the other – an independent analytical process. It consists of separate stages of analytical work, each of which is divided into many operations. The combination of various operations forms the analytical information chain, and several information chains form the stage of the analytical process. Investment activity of the enterprise with positive financial stability is considered as a tool to increase the capital and assets of the enterprise. A choice has been made of the optimal, from the point of view of rationality and sufficiency, a system of estimated indicators of financial stability of the enterprise.

CLASSIFICATION OF THREATS TO THE ECONOMIC SECURITY OF THE BANKING SYSTEM AS A NECESSARY STAGE OF THE DEVELOPMENT OF RISK MANAGEMENT TOOLS

The article analyzes the reasons for increasing the level of economic security risks of the banking system of the Russian Federation and summarizes the methodological approaches to their classification. The risks and risk-forming factors are investigated; a conclusion is drawn on the significant impact of regionalization processes of the national economic space on the composition of risk sources and the need to adapt risk management tools to the particularities of environmental factors of banking organizations; the classification of the economic security risks of the banking system is presented, based on the account of the functions performed by the bank and the sphere of influence; a hypothesis is formulated about the possibility of typologizing regional banks in order to effectively adapt risk management tools to the sector under study.

The article considers approaches to the concept of economic security. The components of the mechanism for ensuring the economic security of the enterprise are presented. PROBLEM ASPECTS OF ECONOMIC SECURITY IN THE BANKING SYSTEM

OF RUSSIA

The article deals with the main issues related to economic security in the banking system of Russia. The research is conducted on the most relevant criminal threats that negatively affect the development of the banking sector and the Russian economy as a whole. The analysis analyzes the number and damage caused by fraudulent actions and unauthorized operations related to cybercrime in providing online banking services to various categories of customers. Moreover, the frequency of cyber threats is characterized by a growing trend. Attention is focused on the activities of security services to identify and eliminate threats that affect the functioning of credit institutions.

TOURISM IN AN ERA OF CRISIS: ANALYSIS AND PERSPECTIVES

The work presents the analyzed materials of research into the current state of tourism and hospitality in the world and in Russia. The uniqueness of the situation, which led to an almost complete halt in the functioning of most enterprises in the sphere, raises legitimate concerns among Russian experts. The article attempts to analyze the most relevant materials presented in online publications and summarize in order to determine the depth of the problem and find ways to solve it. The economic situation in Russian society also has a number of deep contradictions. SHADOW CAPITAL IN THE SYSTEM OF FINANCIAL CATEGORIES

This article provides an overview of the current state of the theoretical base for shadow activity research. The existence of shadow capital is justified, the self-growth of which, like the capital of the legal economy, ensures the sustainable development of the shadow sector. The classification of types of shadow capital is proposed, its tendency to the maximum transition to the monetary form is traced. The author's interpretation of shadow capital as a scientific category of Finance through money relations of an anti-social nature in order to extract income in the interests of individual individuals or limited social groups is substantiated. Understanding of the financial content of shadow capital will contribute to the development of applied research on anti-money laundering measures aimed at reducing the financial base for the reproduction of the shadow economy.

MANAGEMENT OF RISKS OF INTRACORPORATE VENTURE

The article proposes a model for structuring the methods of risk analysis of internal venture depending on the stage of implementation of the innovation project and the type of innovation. The model is intended for practical use for the purpose of expert evaluation of internal corporate venture projects. The author's approach to the assessment and process management of risks of internal venture is substantiated. A variant of the algorithm of managerial actions is presented. The algorithm includes two major stages of management - pre-analytical and directly process. Each stage consists of three consecutive stages of the order of actions in solving the problems of managing intra-corporate venture. Particular attention is paid to the content of the stage of formation of the modified risk map.

RISKS OF SYSTEM FORMING COMPANIES OF THE TRANSPORT COMPLEX OF RUSSIA

The article provides an overview of the criteria for forming a list of backbone companies in Russia, including transport enterprises. The risk assessment of the airline industry against the backdrop of the presence of an unfavorable external environment that has developed under the influence of pandemics that took place before in the history of the 21st century in comparison with the pandemic of the coronavirus of the current period is made. A detailed analysis has been carried out and probabilistic element-by-element forecasting of volumes of costs for ordinary activities of PJSC Aeroflot in 2020 has been given. The study was conducted with a review purpose for the fragmented use of the results in assessing the prospects of the company. The possibilities of changing the volume of income from participation in other companies, interest income and other income of the organization on the horizon of one year are considered.
