DEVELOPMENT OF A METHODOLOGY FOR ASSESSING
THE REGION'S INNOVATION CAPITAL

This article presents the results of a study devoted to the development of a methodology for assessing the innovation capital of the region. The article describes the proposed methodological approach, gives indicators characterizing the structural components of innovation capital, formulas for their calculation, algorithms for finding an integral indicator of the quality of the innovation capital and the dynamics of its change, the direction of application of the proposed evaluation methods.

THEORETICAL APPROACH TO REGULATING PRODUCTION ACTIVITIES BY BUILDING COOPERATION BETWEEN THE PRINCIPLES OF LEAN CONSTRUCTION AND BIM-TECHNOLOGIES

In this paper, the authors present the theoretical approach to regulating production activities by building cooperation between the principles of Lean construction and BIM-technologies. During the preparation of the work materials, the authors concluded that BIM is able to provide not only a visualization of the principles of Lean construction, but also serves as a basis for building production processes within the framework of the Lean construction concept. These principles, framed in a formalized form (work execution rules or project statutes) are designed to increase the efficiency of implementing an investment project, through the implementation of the administrative framework of Project Management.

INNOVATION IN PROVIDING FOOD IMPORT REPLACEMENT

In order to support rational import substitution and national food security in addition to the state support of Russian federation agro industrial complex development, the support should be provided by other industry branches as well, in particular, lighting industry, with well developed innovative products and technologies influencing on food substitution support in agro industrial complex. FEATURES OF DISTRIBUTION COSTS ACCOUNTING IN PUBLIC CATERING COMPANIES

Public catering companies have certain features in bookkeeping and tax accounting when generating distribution costs. Irrespective of tax regulations applied by the company, the management aims at distribution costs optimization and their transparency which is possible thanks to properly organized analytics account in the absence of the corresponding legal documents. The conducted research of accounting, analysis of accounting policies of various catering organizations, allowed to draw a conclusion about a sufficiently high level of automation of accounting processes. The article considers some features of distribution costs accounting in public catering companies and recommendations on accounting policy optimization given by public catering companies.

THE DISTRIBUTION OF TAX REVENUES AT THE LEVEL OF "SUBJECT OF THE RUSSIAN FEDERATION – MUNICIPALITIES" (ON THE EXAMPLE OF ARCTIC MUNICIPALITIES OF THE ARKHANGELSK REGION)

Current for the future is the question of additional and/or differentiated norms of deductions to the budgets of municipal formations of the Arctic zone of the Russian Federation in the framework of intergovernmental regulation, "the subject of the Russian Federation and municipal education". On the example of Arkhangelsk region shows the current practice of distribution of tax revenues at the level of "subject of the Russian Federation – the municipal formation of" Arctic municipalities. The proposed adjustment of Federal and regional legislation on the part of establishing additional and/or differentiated norms of deductions with the aim to create opportunities to stimulate the development of municipalities of the Arctic zone of the Russian Federation. Promising tools, budgetary control Arctic territories could become a tax on profit of organizations and tax on mineral extraction.

CONSTRUCTION THE MODEL OF MORTGAGE APPLICATIONS CONVENTION BY THE METHOD OF MULTIPLE REGRESSION

The housing sector was not accidentally one of the key factors in the government's strategy to overcome the crisis. Comfort and quality of housing conditions is an indicator of the standard of living of citizens, which is a key issue in public policy. The purpose of the study is to develop a model, build the planned performance of the mortgage lending manager, based on current data on accepting applications and external economic factors. The novelty of the study is due to the fact that most of the largest banks have only recently switched to a new model for selling mortgage loans and need to develop tools for implementing better management based on statistical data. In the course of the study were tested all possible variants of constructing the model by the multiple regression method.

The result of this study is the construction of a model whose regression equation has the form: y = 0,457562808496717x1 + 0,15463713744753x2-0,922164953158939x3. The adequacy of this method was verified graphically, so this method showed the least average error of approximation, which is equal to 16.93%. On the basis of this model, you can adjust the planned targets for the channels of receipt of orders based on the current runrate.

The search for a new methodology is an organic property of any science, including economics. The motivating factors for creating new concepts are subjective factors (creative activity, scientist's world view, opportunistic considerations, ambition) and objective factors, that is, challenges to economic reality that require new theoretical comprehension. Without pretending to fully cover all the challenges facing modern Russian economic science, we will single out those that are called upon to give an adequate answer to the concepts we offer: the concept of an economic space and the concept of individual exchange. From this perspective, the economic space is an eternal (stable) object of cognition.

PRESSING ISSUES OF INCREASING THE LEVEL OF SOCIAL JUSTICE IN RUSSIA

The article critically assesses the current situation in the country in the field of social justice. Russia has not yet become a socially-oriented state, many people are below the poverty line, or not far from it. The size of wages for the majority of employees remains low. Small amounts of pensions received are one of the main reasons why every third pensioner has to continue to work after retirement. At the same time, the number of dollar millionaires and billionaires is constantly growing, and there is a glaring gap in the incomes of the rich and poor.

The article lists a set of urgent measures that should be implemented in the near future aimed at eliminating the unjustified economic inequality of citizens in Russia and raising the level of social justice and security of our society.

PRESSING ISSUES OF IMPROVING THE LABOR CODE OF

THE RUSSIAN FEDERATION

The article gives a critical assessment of certain provisions of the LC RF. It justifies the need to supplement it with legal norms that provide for the mandatory allocation of part of the profits they generate to workers and employees of companies. It was also proposed to establish quotas for the mandatory presence of representatives of the working masses in the composition of members of the board of directors and other leading structures of the JSC. It is recommended that the measures of responsibility of individuals for delaying payment of wages should be established in domestic legislation.

STRATEGIC COOPERATION BETWEEN EDUCATIONAL ORGANIZATIONS
AND INDUSTRIAL ENTERPRISES

The article describes the basics of strategic cooperation between educational institutions and industrial enterprises. Key priority of such cooperation is the development of human and intellectual capital of graduates. This article contains analysis of resources to improve the competitiveness of the domestic higher education system and economic efficiency of activity of educational institutions of higher education by building horizontal links with industrial enterprises. In conclusion, it is stated that the modern domestic models of interaction between educational organizations and industrial companies are characterized by searching of points to develop mutually beneficial economic relations, which are asymmetrically based on the principles of state regulation and market self-regulation. The identified priorities are as follows: 1) the development of the institutional environment of strategic cooperation and 2) interaction of economic agents in the context of constant institutional change.

ECONOMIC THEORY AS A BASIS OF RESEARCH OF PROBLEMS OF MANAGEMENT IN THE SPHERE OF EDUCATION

The discussion that has developed lately about what textbooks should be in economic theory is very significant. More and more necessary is a new generation of teaching aids that are qualitatively different from those that described the content of American editions of the last century with some degree of adaptation to Russian conditions. It is obvious that modern textbooks on the education economics, in the context of the above, emphasize their attention to a greater extent only on the problems of financial support for the functioning of the sphere of education. At the same time, governance issues remain behind the scenes. However, the complexity of the education system requires the complexity of the management of this system, which in turn, in no small measure, is determined by the availability of certain, but primarily financial resources.
