MECHANISMS OF SELF-ORGANIZATION OF SMALL BUSINESS

IN TERRITORIAL ECONOMIC SECURITY SYSTEMS

The article considers and proposes the mechanisms of self-organization of small business in the territorial provision of economic security. Investigated: typology of entrepreneurial activity of small business; methods of analytical and control work of small businesses applied to lobbying projects in the system of ensuring economic security; a technology development scenario taking into account development opportunities and strategic drift risks projected in the technological roadmap; modeling the process of lobbying small businesses for their business projects in front of state authorities and large counterparties; factors of integration interaction of small business; protective mechanisms in the methodology of ensuring economic security, taking into account the risks of strategic drift of the integration interaction of small businesses; the process of forming a protective mechanism for the development and integration interaction of small businesses in the digital economy.

ECONOMIC SECURITY INFORMATION THREATS

The article analyzes various approaches to the systematization and composition of threats to economic security, reflected in Russian legislation and the works of Russian scientists. The results of the analysis show that the impact of information threats on economic security is not well developed. For this reason, the author proposed methodological approaches, presented a classification of information threats, and analyzed the consequences of their impact.

RISK-ORIENTED APPROACH TO ORGANIZATION OF STATE PURCHASES CONTROL

The article discusses the issues of control in the contract system in the field of procurement of goods, works, services for state and municipal needs. The types and mechanisms of control in the field of state and municipal procurement are analyzed and systematized, the subjects of control and controlling bodies are identified, the goals and objectives of control are formulated. A risk-based approach to the organization of public procurement control is proposed, which allows to fully disclose the nature of the risks involved in procurement procedures, identify options for the development of events in order to choose a way to minimize losses, and expand the possibilities for improving control from the standpoint of ensuring economic security in the field of public procurement.

METHODOLOGY OF SITUATIONAL CONTROL AND ANALYSIS OF ECONOMIC SECURITY OF THE ORGANIZATION

The article considers the organization and conduct of situational control and analysis of the safe state and development of the organization based on structural-logical modeling and engineering support. The authors highlighted the basic elements and objects of the system of situational control and analysis. Recommendations on the methodological support of situational control and analysis of the economic security of the organization based on the use of engineering tools for situational derivative balance are proposed. Particular attention is paid to the sequence of steps and the block construction of the proposed methodology.

LOCATION OF REGIONS AS A THREAT TO RUSSIA'S ECONOMIC SECURITY

The article discusses the negative phenomena caused by the economic differentiation of the regions of the Russian Federation. The analysis of the influence of the economic stratification of the regions on the growth potential of GDP is made and recommendations are made that allow to neutralize the negative consequences caused by this phenomenon; the level of GDP growth was determined in case of an increase in the regional GRP to the average median value of GDP, as well as the potential growth of the agricultural sector.

STRATEGIC MANAGEMENT OF PUBLIC DEBT AS A FACTOR OF ENSURING ECONOMIC SECURITY OF RUSSIA

The article discusses the state and features of public debt management. The main threat to economic security in the implementation of debt policy is highlighted - the federal budget has not received revenues and has limited the number and volume of sources of financing the federal budget deficit. MODERN APPROACHES TO ENSURING ECONOMIC SECURITY OF FORESTRY

The article provides a historical background of resource conflicts in different countries from an economic point of view. Based on studies of forest legislation, the place of economic security of forestry in the national security system of Russia is determined. An analysis of the use of land resources over 15 years is given. The economic features of forestry in modern conditions are presented. An algorithm for assessing the level of economic security of forestry organizations is proposed.

BUDGET-TAX RELATIONS

The article is devoted to the problems of ensuring economic security in the field of fiscal relations, due to the impact of state regulation on the economy through the implemented areas of fiscal and tax policies. Institutions providing independent implementation of budgetary and tax processes in the country form a system of formal and informal rules, within the framework of which the interaction of subjects of budget-tax relations is carried out. Objective factors and conditions for the development of the country's economy under the influence of global challenges can have a devastating effect on the system of fiscal relations. In this regard, the need remains to develop scientific approaches and organizational and practical measures to neutralize threats to economic security in this area.

ENHANCEMENT OF ECONOMIC SECURITY OF REGIONAL INDUSTRIAL PRODUCTION

The article discusses areas of improving the economic security of regional industrial production. The textile industry illustrates the problems and limitations of the development of the industry, which are complicated by sanctions and internal contradictions. The indicators of the textile industry in Russia and the Perm Territory are investigated. The need for technical re-equipment and state support, which should support slow recovery growth, has been identified. A set of measures has been formulated to solve the problems of developing the textile industry and improving economic security.

ASSESSMENT OF LIQUIDITY INDICATORS AS INDICATORS OF ECONOMIC SECURITY OF THE ORGANIZATION IN THE CONDITIONS OF DIGITALIZATION OF THE ECONOMY

The article provides an overview of the organization’s indicators of economic security proposed by various researchers, assesses the impact of the accounting policies of an economic entity and the professional judgment of an accountant on the formation of key indicators of an enterprise’s economic security - liquidity ratios. The considered features of calculating financial reporting indicators, included in the calculation of liquidity ratios, prove the need to take into account the variability of the formation of indicators and the inadmissibility of a formalized approach to their assessment in the context of the digitalization of the economy.

INFORMAL EMPLOYMENT OF THE POPULATION OF THE TYUMEN REGION AS A THREAT TO THE ECONOMIC SECURITY OF THE REGION

Based on statistical data, the article analyzes the dynamics of the number of people employed in the formal and informal sectors of the economy of the Tyumen region for 2009-2018, determines the effect of informal employment on the state of economic security in the region, considers measures aimed at reducing the level of informal employment conducted by regional authorities. Based on the processed data, an estimate of the number of people employed in the informal sector of the Tyumen region for 2019 - 2021 is presented. Additional measures to reduce the number of people involved in informal activities are identified.
