MONETIZATION MODELS OF IT PROJECTS: TYPES, ADVANTAGES AND DISADVANTAGES

The modern world is evolving. We are living in a period of digital transformation. There are already thousands of large companies in the IT-sector, and new IT-startups are appearing every day. The IT-industry has a great influence on the development of the country and society. However, the competition in this market is quite large, and in order for a company to remain competitive, it needs to constantly develop its technologies, develop new services, etc. The article considers the most popular schemes for monetization of IT-projects, identifies their advantages and disadvantages, and identifies the most suitable monetization models at the initial stages of the IT-project implementation.

ANALYSIS OF BUSINESS INCUBATORS IN THE RUSSIAN INNOVATION ECOSYSTEM

The article presents a macro-regional analysis of the presence of business incubators in various macro-regions of the Russian Federation. Macro-regions that were “outsiders” in the number of incubation programs to support young entrepreneurs were identified. The fact of the territorial presence of business incubators in certain regions of Russia, as well as the density of incubation programs were determined by the level of investment attractiveness of these regions. The majority of existing incubation platforms are office-production type business incubators that provide a range of services, which blur the boundaries of the traditional definition of business incubators.

The article deals with modern problems of asymmetry of economic development of Russian regions and inequality of their starting indicators. The most significant obstacles to the integration of the national economy on the basis of the reformation of a homogeneous economic space are identified, which is a necessary condition for the development of the national innovation economy. Based on the results of the analysis of the relevant obstacles, the directions of modernization of the system of economic relations between the regions of the country through the use of the potential of digitalization are proposed.

INNOVATIVE ACTIVITY OF THE REGION AS AN ELEMENT OF A NATIONAL INNOVATIVE SYSTEM

Innovative statistics show an increase in funding for scientific and knowledge-based activities in the country's business sector. The work on creating innovations declared in the reports has been steadily growing year by year. However, one of the main sources of generating innovations, which in the world is a small innovative business, is in adverse conditions in Russia. The number of newly created small innovative companies is decreasing every year, and the level of technology that they market is becoming less competitive. The state of the national innovation process is characterized by regions. The aim of the study is an attempt to analyze the innovative activity of the region on the example of the Kirov region. As a method, we used the analysis of statistical information located on the websites of the regional statistical office and the administration of the region. There is a slowdown in innovation processes in the region, associated with a deterioration in the investment climate and the general stagnation of economic development. An inertial pessimistic version of the innovation climate is forecasted if the existing economic policy in the region is maintained.

URBAN AGGLOMERATIONS: FORMATION OF AN INNOVATIVE TERRITORIAL PLANNING STRUCTURE AND MODERN APPROACHES TO MANAGEMENT

The article notes that the formation of urban agglomerations in Russia occurs by mechanical growth of nearby settlements to the Central city. At the same time, the peripheral territories of agglomerations have high rates of housing construction with a great lag in the construction of infrastructure facilities. This feature makes it difficult to achieve the main goal of territorial urban planning – the formation of comfortable living conditions for the population in the urban environment. The author uses the theory of spatial development and management theory, based on conduction of a number of activities related to socio-economic processes in urban agglomerations such as the creation of a «Council on inter-municipal forms of territorial cooperation of the urban agglomeration»; the organization and development of an innovative territorial planning functional structure; organizational scheme of the contractual model for managing urban agglomerations with the participation of enterprises, professional communities, research institutions and public organizations.

For further use of the organizational scheme of urban agglomeration management, the following management approaches are proposed: inter-municipal-private, based on subject-municipal, inter-municipal, subject-subject partnership; project-industry, harmonious and informational. Management of the urban agglomeration should be carried out on a contractual model within a single, open innovative and informational space, which provides for the creation of a body of inter-municipal cooperation and interaction in the realization of joint projects with the participation of four subjects-government, business, the scientific community and the local population.

QUESTIONS OF THE THEORY AND PRACTICE OF ESTIMATING THE EFFICIENCY OF STATE PROGRAMS OF SUPPORT OF SMALL ENTREPRENEURSHIP OF THE REGION

The article discusses the problematic issues of the current procedure for assessing the effectiveness of the implementation of state programs for the development of small and medium-sized enterprises. Currently, there is no methodology in foreign and Russian practice that allows us to give a real assessment of the effectiveness of using budget funds to achieve the target parameters of the small business development program. Comparison of funds allocated from the budget for the development of small business with the results of the activities of this segment of the economy clearly demonstrates the mismatch between budget funds and the obtained parameters of the state of the sphere of small and medium-sized businesses. In the process of studying modern practice of assessing the implementation of state programs at the regional level, the author comes to the conclusion that there is a complex of problematic issues in this area, and suggests ways to solve them.

THE CONCEPTUAL BASIS FOR THE FUNCTIONING OF THE LABOR MARKET

The article considers the main approaches to defining the concept of "labor market", to assessing its role in the socio-economic development of the region and the national economy as a whole. The research of domestic and foreign scientists in the field of specifics of market economy functioning is analyzed. The main components of the domestic labor market are characterized, the directions of interaction of its participants are identified, which allowed us to analyze and justify the motives of their socio-economic partnership. International experience in the development of national labor markets, their specifics and principles of state regulation are studied. The main indicators that allow us to characterize the effectiveness of the labor market are noted. On this basis, the authors emphasize the importance of a qualitative approach to solving the problems of the domestic labor market, including the possibility of implementing the best world practices in this area.

A MODEL OF THE IMPACT OF THE INTERNAL ENVIRONMENT OF THE ORGANIZATION ON THE EFFECTIVENESS OF PROGRAMMES

The article considers the existing models of maturity (competence) focused on the values of companies in the implementation of projects and programs. Based on the analysis of these models, the model "Internal environment - labor costs" is proposed, which characterizes the internal environment of the organization, its impact on the effectiveness of the program implementation, taking into account the uncertainty factors of the environment. In this paper, the internal environment of the organization is presented as a system consisting of interrelated elements: organizational maturity of project management, the presence of the project office and the organization's workforce.

CREDIT SUPPORT FOR SMALL AND MEDIUM-SIZED BUSINESSES: CORRECTING APPROACHES

The phenomena of stagnation in the segment of small and medium-sized businesses observed in the Russian economy in recent years determine the importance of supporting the development of the sector at the legislative level, as well as improving the mechanism of Bank lending to SMEs. State regulation and support for small and medium-sized businesses, in particular, the program of subsidizing Bank rates, has not yet earned one hundred percent, first, because of the difficulty for banks with a basic license to build sustainable models of lending to small businesses, and secondly, due to the lack of development of the SME sector as a result of a number of constraints. The article suggests a set of corrective measures both in terms of improving and developing legislation in this area, and in relation to the practice of lending by banks to SMEs: first, making changes to the algorithm of the lending mechanism, and secondly, more extensive use of market research to establish personalized interest rates, as well as reducing the risk of non-repayment of loans. The Central principle of the algorithm for lending to customers in this market segment should be the movement from the needs of the borrower to the possible credit conditions.

CLARIFICATION OF CERTAIN PROVISIONS IN THE TAX CODE OF THE RUSSIAN FEDERATION RELATED TO VAT REFUNDS

The article provides material on certain issues of VAT refund, for which there are no clearly defined rules and norms in the Tax Code of the Russian Federation. In such situations, disputes often arise between tax authorities and taxpayers, resulting in litigation. The article analyzes the prevailing judicial practice in this area. Based on data and a number of other materials, the necessity of making additions and changes to the Tax Code of the Russian Federation is substantiated. They relate to the procedure for determining the amount of VAT to be refunded; interest accrual for late return; limitation periods for these operations, etc.

The article deals with the transformation of tax payment by single tax payers under a simplified taxation system in the context of digitalization. The possible prospects of transformation of the tax payment procedure are evaluated, the advantages of digitalization and its impact on the development of tax administration are analyzed. A comparative analysis of the collection of this tax allows the author to draw conclusions about the effectiveness of the application of two different objects of taxation in calculating the tax, to identify promising areas for improving its administration.

In a market economy, the company's goal shifts from making a profit to creating company value for society, investors and other interested parties. This fact leads to the need to publish not only financial statements that provide information about the financial condition in retrospect, but also integrated statements that reflect information in the short, medium and long term. In this regard, the regulatory framework for the formation of integrated reporting requires further development, especially in terms of clarifying information on social, human and intellectual capital. Economic security and its role in ensuring Russia's sustainable development

In the article identified main components of economic security: military – industrial, social, environmental, financial, technological, energy, food and digital. Statistical indicators reflecting the above-mentioned types of economic security are determined. Depending on the values of statistical indicators, economic security may be unsatisfactory, minimal, sufficient, or high. The indicator of the innovation multiplier is calculated, reflecting the importance of investments in innovative activities for improving the economic security of the country. The study of directions for improving the mechanisms of stable socio-economic development at the regional level seems to be a rather important problem for the economy as a science and managerial practice, especially during the period of global instability that the world community and Russia are currently experiencing. CRIMINALIZATION OF SOCIETY AS AN ELEMENT OF ECONOMIC SECURITY

The article presents the author's estimates of the impact of crime on the economic security of the Russian Federation and its regions by determining the regression dependencies of indicators that reflect the degree of criminalization of society and socio-economic factors that form the basis of indicators of the economic security strategy of our state.
