ON THE UNEVEN DEVELOPMENT OF THE ENVIRONMENTAL SYSTEM OF THE PRC ECONOMY BASED ON THE RESULTS OF MODELING THE EVOLUTIONARY DYNAMICS OF DIGITAL TECHNOLOGIES 5G

The estimation of the parameters of the evolution of the digital economy of the PRC, as part of the environmental system of the economy, based on the selection of the appropriate model of evolutionary dynamics using the entropy indicator is considered. The most advanced 5g digital technology was chosen as the object of research, since the level of distribution of 5G technology most closely reflects the state of development of the environmental system of the economy. For greater reliability of the obtained conclusions, the analysis of trends accompanying the dependence of the value of gross domestic product on investment in fixed assets was carried out. This process is considered to be more global in relation to 5G technology. The method of research on the logic of "local evolution within global evolution" for such a specific system as the environment, from a scientific point of view, seems new. The main characteristics, purpose and functions of the environmental system determine the presence of highly entropic properties of this system. This determines the choice of mathematical modeling apparatus based on the use of the ferhulst equation and the stability coefficient according to A. Lyapunov. As a result of the analysis of the evolution of the digital economy, dependencies are obtained that quantitatively confirm and explain the presence of signs of a decline in the pace of 5g technology implementation in PRC.

FORMATION OF THE CLUSTER MANAGEMENT MODEL OF SUBJECTS INTERACTION NETWORK OF THE REGION AGRO-INDUSTRIAL COMPLEX

The article is devoted to formation of the cluster interaction model of business entities (on the example of the agro-industrial complex of the region). The theoretical basis for the research is the results of the analysis of accumulated domestic and foreign experience of the formation and organization of subject’s interaction within cluster structures. Based on the results of the analysis, taking into account the existing specifics characteristic of a cluster interactions, in accordance with legislative regulation, the author proposed an algorithm for forming a model of a cluster interaction, which includes the following list of main stages: 1) defining the type and model of inter-firm cooperation; 2) formation of the mechanism of cluster interaction functioning and its composition; 3) performing verification of the formed cluster according to the criteria for compliance with cluster formations. The author approbated the proposed algorithm on the example of the Krasnoyarsk territory, based on the industry that has the potential to create cluster formations. The results of the research can be used by regional public authorities to form potential cluster associations in order to stimulate innovative development of the region and increase its investment attractiveness.

The article deals with the procedure and conditions for railway transport of goods in containers of various types. Transportation of containers on the railway network can improve the competitiveness of the economy in Russia. Transport is the main role in order to increase the competitiveness of container transport. It is the main direction for the leading position of the Russian Federation in creating a unified transport system of the Euro-Asian continent and an equal role in the transport study of the World ocean. Increasing the volume of container transit through the territory of Russia with the participation of railway transport affects the potential of the transport system.

Prospects for the application of excise taxation of non-alcoholic sweet carbonated drinks in Russia

The article discusses the possibility of introducing excise taxation of sweet carbonated drinks in the Russian Federation. The features of the application of the object of taxation, as well as the type and size of the tax rate are substantiated. Possible consequences of the introduction of excise taxation of sweet carbonated drinks are analyzed. The positive and negative consequences of the tax introduction have been studied. The possibility of using excise tax on sweet carbonated drinks in Russia as a tool to reduce the consumption of such unhealthy product as sugar is being investigated; the task is posed, along with the fiscal effect, using economic levers to reduce the consumption of harmful drinks by the population.

The aim of the study is to develop proposals for improving the excise taxation in Russia by including sweet carbonated drinks in the list of excisable goods.

The object of the research is the excise taxation system of the Russian Federation. Analysis of the market for sweet carbonated drinks was carried out for 2012-2017. The study focuses on the consumption of sweet carbonated drinks in Russia and abroad. The analysis of the world experience of excise taxation of sweet carbonated drinks is carried out.

TRANSACTIONAL BANKING BUSINESS: REASONS FOR DEVELOPMENT

The downward trend in Bank rates will continue to put pressure on business margins. According to analysts, by the end of 2020, the margin will remain below the level of 2018 and will not exceed 4%. The decrease in marginality is explained by the tightening of banking competition, as well as the outpacing growth of interest expenses of banks relative to their income. The period of low inflation and low interest rates can last for many years, which makes it particularly urgent for many banks to change or seriously adapt their business model in the direction of increasing the role of the transactional business. The article considers the factors of necessity for the development of transactional business of Russian commercial banks as a source of non-interest income growth in the conditions of credit stagnation. Analyzes the views of scientists and practitioners on the concept of "transactional business", given his copyright definition and on this basis proposed the optimal structure for products and services transactional business of a major Bank, reveals the functionality of the basic elements of this activity. The main growth reserves of the Bank's Commission products that do not carry credit risk are identified.

ACCOUNTING ENTITY POLICY’S ECONOMICAL ASPECTS AND THEIR USAGE IN PRACTICE

The aim of the study is to determine the role of accounting policy as a connection base of some separate elements of the methodological aspect of the entity’s accounting policy and indicators of accounting and statistical reporting. One of the results of the study was a new approach to determine the essence of accounting policy. In addition, the following concepts were clarified during the study: accounting policy of the state, accounting policy of the organization, accounting policy for accounting purposes, accounting policy for taxation purposes. A carried out comparative analysis of the accounting policies of economic entities of the study region based on the main methodological aspects. It was investigated the relationship of the selected elements of accounting policies and some indicators of financial results and financial position of the objects of research. Some schemes are proposed for quantifying the impact of the elements of accounting policy (chosen by the entity), on the indicators of its financial reporting. The objects of the study were some industrial entities of the Vitebsk region of the Republic of Belarus, related to various sectors of the economy, types of economic activities, organizational and legal forms, and type of property.

ASSESSMENT OF RISKS AND THREATS TO THE ECONOMIC SECURITY OF ELECTRONIC PAYMENT SYSTEMS IN RUSSIA

The article reveals the methodological features of determining the impact of financial risks arising from payments with electronic money, which pose threats to the effective functioning of electronic payment systems. An algorithm of a step-by-step analysis methodology as a tool for ensuring the economic security of electronic payment systems is presented.

DEVELOPMENT OF SPECIAL ECONOMIC ZONES IN THE CONDITIONS OF ENSURING THE ECONOMIC SECURITY OF RUSSIA

A necessary condition for ensuring the economic security of the country is the sustainable and dynamic development of its regions. Special economic zones are one of the most important instruments for the socio-economic development of regions, they represent the most favorable conditions for business development, attracting investments, and are characterized by a special tax regime. On the basis of the SEZ toolkit, the state seeks to resolve issues of development of individual sectors of the economy, to raise the level of scientific and technological progress.

METHOD OF CONSTRUCTION OF LANDSCAPE OF THREATS

The article is devoted to building an actual landscape of threats to information security of an organization that takes into account the features of its infrastructure and working conditions. There are data sources for building a threat landscape is provided, their features are described. it is proposed to apply the principles of software testing to the search for threats in the field of information security. The technique of building an organization's threat landscape is described. On the example of a typical company, the process of building a threat landscape is demonstrated. Methods of its visualization are presented. The proposed method of building an organization's information security threat landscape can be generalized for other areas.

THE TASK OF DISTRIBUTING GOVERNMENT FINANCIAL ASSISTANCE DURING THE CRISIS AND THE PROBLEM OF SATURATION OF SECTORAL MARKETS

Government financial assistance, which many governments are considering in response to the coronavirus crisis, concerns agents operating in certain sectoral markets. Therefore, it is important to understand how different local markets will react to the influx of external funds, and what the consequences of this reaction will be for the macrosystem as a whole. The paper substantiates the connection between the previously announced financial support of economic agents by the government (including the distribution of so-called "helicopter" money to the population) and the problem of saturation of sectoral markets. We offer options for supporting sectoral markets aimed at identifying growth points, minimizing inflationary consequences, and maximizing value added.

MACRO-REGIONAL FEATURES OF THE GLOBAL NATURAL

GAS MARKET AND THE ECONOMIC SECURITY OF RUSSIA

The purpose of the publication is to assess the problems and prospects of Russia in the global natural gas market. The argument is based on such methodological principles and methods as the principle of duality of the economic nature of economic entities, methods of system and institutional analysis. The article analyzes the current state of the world's natural gas resources and their macro-regional features. The author's understanding of the perspective directions of gas market development in the world and in Russia is offered. The prospects of strengthening Russia's position in the global natural gas market are analyzed. There are several recommendations for further effective development of Russia's foreign economic cooperation in the gas sector.

MODERN ANALYSIS OF SUBJECTS' DISSERTATION RESEARCH ON ECONOMIC SECURITY PROBLEMS IN THE RUSSIAN SCIENTIFIC SCHOOL

This article analyzes the subjects of dissertation research in the field of economic security from the perspective of a system-categorical methodology. The empirical base of scientific research was the Russian scientists’ dissertation research presented in the Scientific Electronic Library and the Russian State Library for the period from 1995 to 2018 inclusively, with a total volume of 509 scientific studies. Identified nine elements of the subject of dissertation research, allow us to technologicalize the process of scientific creativity and improve its quality and effectiveness, and it affects to the competitiveness of Russian science.

ASSESSMENT OF THE ECONOMIC SECURITY OF THE REGION USING INDICATIVE METHODS ON THE EXAMPLE OF THE TYUMEN REGION

(WITHOUT DISTRICTS)

Ensuring the economic security of the region, as a state of protection from threats to sustainable development, is an urgent necessity in modern conditions of instability. The article is devoted to the assessment of economic security at the meso level using indicative methods on the example of the Tyumen region (without the KhMAO and YaMAO).

The research is based on a comparison of the results of the assessment of the level of economic security of the Tyumen region, conducted using two methods based on an indicative approach. Based on the analysis of the results of the assessment of the level of economic security of the Tyumen region by different methods, but with the determination of integral indicators of its level, it is concluded that there is no complete identity of the assessment.

The result of the study is the justification of the proposal for the feasibility of calculating with indicative methods of assessing the level of economic security, not a single integral indicator, as suggested by the methods used, but a number of generalizing evaluation indicators separately for different spheres of life in the region. The proposed method, when applied in practice, will allow the assessment of the level of economic security to determine the areas in which threats to the stable sustainable development of the region are most likely.

EQUALITY OF ACCESS TO EDUCATION AS A COMPONENT OF THE SOCIAL JUSTICE INDEX: PROBLEMS OF ASSESSMENT AT THE MUNICIPAL LEVEL

The article presents the results of a study of the possibility of assessing the educational component of the municipal index of social justice. From the perspective of the founders of the theory of human capital, we examined the egalitarian and elite approaches that explain the nature of income inequality. Within the framework of egalitarianism, it is believed that external factors determine inequality, since poor families cannot afford to invest in human capital, and this ultimately negatively affects income. Supporters of an elite interpretation of inequality believe that opportunities themselves are not so significantly different in comparison with abilities, which determine income inequality. Empirical evidence suggests that inequality of opportunity persists, while intergenerational mobility remains relatively low both abroad and in Russia. Higher salary expectations for students from wealthy families are accompanied by relatively modest goals for students of private universities. The systematization of the quality of higher education data made it possible to confirm the thesis about the positive impact of the quality of education on the income of graduates.

Studying the Equitable Education as a component of the Social Justice Index by assessing the existing regional statistics makes it possible to establish that the regulatory tables in the statistical reports of regions either do not include the necessary indicators or do not include data in the municipal context. In addition, three of the seven indicators required for calculating are based on the results of the Programme for International Student Assessment international survey, which is not available for every region of Russia. In this regard, we offer systematic surveys that are carried out to obtain microdata on the USE results of graduates of municipalities and the socio-economic situation of their families, as even longitudinal surveys do not allow obtaining detailed detail.
