The innovative potential of the region is a quantitative indicator of information support and economic resources that accumulate in the process of working on scientific and technical support, design development and the creation of completely new equipment and technology, which will subsequently be successfully introduced into various types of production, in order to ensure the maximum a comfortable climate for the successful development of the region.
The authors of the article assessed the innovative potential and identified the main factors characterizing the level of innovative development of the Republic of Tatarstan.

INNOVATIVE POTENTIAL AND ITS IMPORTANCE IN THE INNOVATIVE DEVELOPMENT OF UNIFIED HEAT SUPPLY ORGANIZATIONS
The most important condition for the active innovation activity and innovative development of an economic entity is the presence of a high innovative potential and its effective use. It is advisable to use appropriate management influences for this purpose only based on the results of an assessment of the innovative potential of the organization. The results of the analysis of the approaches existing in the economic literature to the definition of the innovative potential of the organization showed the lack of consensus on this issue, and therefore in this study an attempt is made to form an approach to the assessment of the innovative potential of the object of research – unified heat supply organizations acting as a single center of responsibility for modernization, technical re-equipment and innovative development of heat supply in the assigned territory. The purpose of the article is to form a model for assessing the innovative potential of unified heat supply organizations. In order to achieve this goal, the task of considering approaches to the concept of innovative potential of an organization was solved, which resulted in the author's position on this issue, and a critical analysis of a number of existing methods in the economic literature for assessing the innovative potential of an organization was carried out in order to identify the most appropriate elements of the considered methods for determining the innovative potential of unified heat supply organizations.

ASSESSMENT OF THE INNOVATION CLIMATE OF UNIFIED HEAT SUPPLY ORGANIZATIONS
A favorable innovation climate is one of the most important components contributing to the innovative development of the organization. In the context of the object of this study – unified heat supply organizations - the article formulates and substantiates the factors of innovative macroclimate and microclimate of the organizations under consideration. The purpose of the article is to develop an approach to assessing the innovation climate of unified heat supply organizations, including both quantitative and qualitative assessment, which will determine the nature and state of individual factors of the innovation climate in order to further apply managerial influence to achieve the necessary state. To achieve this goal, a model for assessing the innovation climate of unified heat supply organizations has been formed, and a list of quantitative and qualitative indicators of the innovation climate of unified heat supply organizations has been determined.

The article examines the issues of the state and trends in the development of innovative infrastructure in Russia at the present stage. The definition of the concept of "knowledge-intensive organization" as a subject of innovation infrastructure from the standpoint of the intellectual component of new technologies and products is given. The significance of the patent activity indicator for assessing the state of the economy and the place of Russia in the global volume of intellectual property objects registered in the country is investigated. The problems of patent activity of domestic high-tech organizations are identified and ways to solve these problems are proposed.

This includes the creation of venture funds and companies, and the organization of innovation clusters, and the development of diverse innovation infrastructure facilities (technoparks, technology villages; engineering centers, prototyping and industrial design centers, technology transfer, collective use, business incubators), and the use of various forms of organization research and development, mergers and acquisitions… A representative regulatory framework has been formed that defines the image of the modern organization of scientific and technological development in Russia.

THE IMPACT OF DIGITAL DEVELOPMENT ON THE INNOVATION POTENTIAL
This article analyzes the impact of the development and introduction of digital technologies on the growth of innovation potential on the example of the Republic of Belarus. Approaches to the definition of innovation potential are considered and an indirect definition of innovation potential is proposed, taking into account the digital development of the country. Definitions of the concepts of "Digital services" and "Digital technologies" are given. Digital development indices (IDI, DESI, DEI, NRI, GCI, EGDI, WDCI) and the Global Innovation Index GII are also considered. The influence of digital technologies on problem areas is analyzed on the example of the Republic of Belarus and certain recommendations for the development of these areas are proposed. As a result, a significant impact of the development of digital technologies on the growth of innovation potential has been revealed.

INVESTMENT ATTRACTIVENESS OF THE SPHERE OF TOURISM IN THE VOLGA FEDERAL DISTRICT
The article considers the investment attractiveness of the tourism sector in the Volga Federal District. The information base of the study was the theoretical work of Russian scientists and specialists in the field of tourism, as well as the statistical data of the Rating of the Event Potential of the Exhibition Research Center. Based on the information base of the study, an assessment was made of the development of the tourism sector in the regions of the Volga Federal District for 2017-2021. The study summarized the positive experience of improving the quality of tourism services in the regions of the Volga Federal District. It has been established that the tourism sector has a significant impact on the socio-economic development of the regions of the Volga Federal District, and also has a beneficial effect on the development of related sectors of the regional economy. In conclusion, a set of measures aimed at improving the quality of tourism services in the regions of the Volga Federal District is proposed.

INNOVATION POLICY OF NLMK: PROBLEMS AND AREAS OF IMPROVEMENT
Innovations, innovation activities are becoming more important for the successful financial and economic activities of enterprises. A well-designed innovation policy will lead to an increase in the efficiency of the enterprise and has a positive effect on its results. The article discusses the methodology for evaluating the effectiveness of innovation policy and evaluating investment projects on the example of the Novolipetsk Iron and Steel Works, whose activities are distinguished by the highest activity rates. An analysis of NLMK's innovative activity was carried out, a decrease in profit indicators, as well as indicators of innovative activity in recent years, was revealed, which indicates an insufficient use of the company's assets for the development of R&D. The necessity of developing measures to increase innovative activity in order to obtain additional profit is substantiated.

MARKETING STRATEGIES FOR THE DISTRIBUTION OF GOODS IN THE CONTEXT OF THE DEVELOPMENT OF ENVIRONMENTAL MARKETING
The article reveals the features of the formation of the marketing environment as the basis or basis of the marketing strategy. The following are presented: the main differences between the ecological concept of marketing and the socio-ethical one; an architectural model of environmental marketing based on the ecosystem approach, aimed at minimizing and avoiding inefficient costs in the activities of enterprises, organizations and institutions. It is noted that when forming marketing strategies for the distribution of goods in the context of the development of environmental marketing, it is necessary to take into account the scientific and methodological features of the implementation of innovative IT solutions at all stages of digitalization of import substitution, as the basic direction for the development of territory marketing. Innovative digital solutions for the transformation of import substitution are presented as the main stages of digitalization and we list the modern types of digital solutions. It has been determined that when forming marketing strategies for the distribution of goods in the context of the development of environmental marketing, it is necessary to focus on the strategies of environmental marketing and choose the most effective one in different periods of development of territories.

MODELING OF TARGETING CONCEPTS IN THE SYSTEM OF POSITIONING AND MARKET PROMOTION OF TRADEMARKS
The author studied the features of targeting concepts modeling in the system of positioning and market promotion of trademarks in the conditions of structural changes in the market of goods and services. It has been determined that in order to increase the efficiency of positioning and market promotion of trademarks, brand recognition in the minds of potential customers and strengthen its position among existing ones, it is necessary to correctly develop the concept of positioning a particular product/service, assess its place on the market at the moment, determine what is desired in perspective position and develop a full-fledged positioning strategy, following which the company will be able to take the most advantageous positions. Targeting is considered as a way to implement the economic policy of the state or an individual enterprise, which is expressed in the choice of any economic "target" that needs to be influenced in order to achieve certain results, the set goal. It is indicated that physical models can be divided into four groups: target theory and its modifications, two-component models, dual action theory and its modifications, and some other probabilistic models. An algorithm for applying the STP model is presented in order to model the concepts of targeting in the positioning system and market promotion of trademarks in the context of structural changes in the market for goods and services.

METHODS AND TECHNOLOGIES OF MARKETING RESEARCH OF THE POULTRY MEAT MARKET
At present, the issue of food security of the population is acute in Russia and in the world. It is becoming increasingly difficult for Russian poultry enterprises to maintain their positions in the poultry meat market. The study and use of marketing tools that allow you to explore the market for poultry products is becoming especially relevant. A significant impact on the efficiency of poultry enterprises is the choice of methods for obtaining and processing marketing information. The author found that conducting marketing research on the poultry products market using the above methods allows domestic producers of this type of product to become more competitive and more successfully resist the import expansion of poultry products to Russia, to outline the ways for the development of poultry farming in the future.

INDUSTRIAL CLUSTERS OF THE ANGARO-YENISEI MACROREGION.
NEW STAGE OF DEVELOPMENT
Industrial clusters, as a new stage in the theory and practice of coordinated sectoral and territorial development, are increasingly finding their place in the socio-economic process of world development and in the new Russian economy. One of the projects of such development is the "Strategy for the development of the Angara-Yenisei macroregion". The article shows that the choice of a cluster approach to developing the potential of a macro-region reflects the new opportunities of Russian state bodies for the consolidated integrated development of a group of its constituent regions on a new network basis of their interactions. Based on modern theories and research results, assessments of readiness for new development formats are carried out, incl. shown: sufficient readiness of small and medium-sized businesses, business and social infrastructure, a weak degree of connection with science and education, and the involvement of authorities in the renewal processes, as well as the backlog of the legislative framework. Conclusions are drawn about the directions for improving the coordinated actions of stakeholders in the development processes of the macroregion for the transition to cluster formats of interaction. The research materials can be useful to regional and federal authorities coordinating industry, science, education, including those in the territories of new development.

IMPACT OF POINTS OF ECONOMIC GROWTH ON REGIONAL LABOR MARKETS
The article examines the impact of growth points on neighboring regions, including regional labor markets. As an example, the city of Moscow and the Moscow region are considered as a point of growth, and its influence on the regions of the Central Federal District. The influence of the regions adjacent to the Central Federal District on the regions that are part of the Central Federal District is also considered. The regions of the Central Federal District are grouped depending on the distance from the capital region, and for these groups the labor market of teachers, the impact of the proximity of the growth point on this labor market is estimated.

TRANSFORMATION OF MODELS OF PRODUCTION ORGANIZATIONS TO THE CONDITIONS OF GLOBAL CHALLENGES
The article proposes the author's definition of the category "sustainable development" in relation to the organizational level. The necessity of transformation of production organization models aimed at preserving and developing its potential is substantiated. In the context of global challenges, the applicability of the concept of Global System Change, which is a three-level plan of systemic changes for business and societies, is considered. Based on a study of the practice of assessing the level of sustainable development, an analysis was made of the sustainable development goals of the environmental, social and economic systems of PJSC NK Rosneft and PJSC Segezha Group and diagnostics of the performance of these organizations in the context of implementing the provisions and principles of sustainable development. It was found that a universal system of evaluation indicators for making managerial decisions regarding the implementation of the sustainable development strategy has not yet been formed.

MODERNIZATION OF BANK LENDING PRODUCTS FOR INDIVIDUALS
The article deals with the approaches to the modernization of bank lending products for individuals: marketing, informational and mathematical methods are highlighted. The possible directions of optimization of bank lending products for individuals by the author includes improving the proposed product properties, product development with additional features, product development with the lowest price for the consumer. It is noted that there are three ways to optimize: involving third-party specialists, using our own staff and combining the above approaches. In addition, during the study of bank lending products modernization features in other commercial banks, the author defines the sequence and content of the stages of bank lending products modernization. The purpose of modernization is to reduce the costs of banking institutions and its credit risks.

APPROACHES TO TAX INCENTIVES FOR THE DEVELOPMENT OF INNOVATIVE ACTIVITIES
The article shows global trends in tax incentives and summarizes approaches to assessing the effectiveness of investment-oriented tax incentives. It is noted that in the conditions of reforming the economy, the determining role in this process belongs to the state regulation of investment and innovation activities of companies. Based on the analysis of foreign practice of tax incentives for the development of international trade, attraction of capital and highly qualified specialists to the economy, current trends due to the digitalization of the economy are revealed. It is shown that the effective application of tax policy instruments is an important condition for successful international competition for attracting investment from transnational companies in the economy.

BUSINESS SPLITTING IN THE CONTEXT OF TAX COMPLIANCE IMPLEMENTATION IN THE RUSSIAN FEDERATION
Within the framework of this article, attention is drawn to how the problem of business fragmentation is considered in the context of tax compliance, namely, in the refraction of domestic tax legislation. The article draws attention to the essence of business fragmentation from an economic and legal point of view, the impact of this format of management reorganization on tax planning and the possibility of introducing tax compliance. It is concluded that in the current socio-economic situation, splitting a business is an unjustified action, since it does not allow adequate implementation of tax compliance as an element of reducing tax risks and tax optimization, which is a significantly more effective tool than splitting a business.

Such a statement of the question automatically requires the restructuring of the principles of management of such subjects, the creation of management models based on the functional purpose and control systems, including its tools - management analysis with regulated attributes: goals, methods, objects, information sources, communication links. The article is devoted to the study and definition of a system of control and management analysis aimed at assessing the effectiveness of the activities of budgetary institutions, which is information support for managing the activities of a budgetary institution.

FINANCIAL SECURITY OF THE INDIVIDUAL IN THE CONDITIONS OF INSTABILITY OF THE WORLD ECONOMY
In the context of the deterioration of the macroeconomic situation and the strengthening of geopolitical risks, threats to the financial security of the individual are becoming more acute. Protection against them requires new approaches to assessing socio-economic security and taking new measures, which pushes for further research to determine criteria for assessing the level of socio-economic security of a person and the mechanism for monitoring it. Financial security and personal security represent the achievement of a certain level of human well-being, which gives him the opportunity for favorable individual development and is expressed in the sustainable well-being of a person who is able to realize his creative abilities. An analysis of the state of the modern economy shows that along with positive economic processes that contribute to improving well-being and socio-economic security, there are phenomena that act in the opposite way and destabilize a person's economic life. This study examines the dynamics of a number of indicators that characterize the degree of protection of the most important interests of society and the individual from various threats and reflect the quality of life of the population.

ALGORITHM FOR WORKING WITH CONFIDENTIAL INFORMATION IN THE ORGANIZATION
One of the main elements of enterprise security is the protection of information that is of value to the organization. In the process of carrying out activities, the organization faces many problems related to the protection of trade secrets. During the study of this topic, the main subjects of threats were identified that can harm the company with their intentional or accidental actions. To protect information in large organizations, an algorithm of actions to protect confidential data has been drawn up. The main list of local acts necessary to build an effective system for protecting data from publicity has been determined. Based on the regulatory legal acts of the Russian Federation, a list of information constituting a trade secret and the conditions for liability for its disclosure have been compiled.

NETWORK AND CLUSTER INTERACTION MECHANISMS OF HIGHER EDUCATIONAL INSTITUTIONS AND BUSINESS STRUCTURES IN THE ASPECT OF THE IMPLEMENTATION OF REGIONAL INNOVATION POLICY
The article is devoted to the analysis of network and cluster interaction mechanisms of higher educational institutions and business structures representatives in foreign and domestic practice. The importance of involving universities in the processes of regional innovative development is revealed. The prospects and directions of network and cluster interaction developing mechanisms of higher educational institutions and business structures representatives in the Russian regions with the involvement of innovative infrastructure elements in accordance with the technology readiness levels and commercial readiness levels are determined. Within the study framework of the interaction processes between the scientific, educational and business space in the ideology of sustainable innovative development, the following is used: 1) a systematic approach in considering and systematizing possible forms of inter-firm cooperation, taking into account the use of technology readiness levels (TRL) and the level of market and commercialization readiness (CRL); 2) a synergetic approach in terms of networking between higher education institutions and corporate sector representatives; 3) the concept of "The knowledge triangle". As a result, taking into account the proposed methodological approaches, an organizational model for a cluster association formation are developed in the hierarchical system form that includes three levels: management level, implementation level, provision level.
