DIGITAL TECHNOLOGIES IN AIC ON THE EXAMPLE OF THE ELECTRONIC PLATFORM OF ROSSELHOZBANK SVOE-RODNOE.RU
The article discusses digital technologies in the field of agro-industrial complex on the example of the ecosystem "Svoe" of JSC "Rosselkhozbank". An analytical assessment of the essence and function of digital technologies in the Russian agricultural industry is given using economic and statistical methods; identified problems that are an obstacle to the introduction of modern technologies; practical recommendations are given for informing a larger number of agribusiness companies about the resources of the Svoe ecosystem for their use in current activities. In recent years, digitalization processes in the industry have intensified, but have not yet reached the required level for more efficient business. Conclusions are drawn about the uneven nature of the implementation of digitalization processes at the enterprises of the industry; the need to reform the education system with the use of innovative developments in the training of specialists for agribusiness enterprises; the inevitability of improving rural areas to attract additional human resources to the industry. Despite the existence of the “Svoe” ecosystem of Rosselkhozbank for a short time, it is worth noting the huge benefit of the platform in solving many problems of its users.

BUSINESS MODELING AT THE STAGE OF INTRODUCING INNOVATIVE TARGETING TECHNOLOGIES
Business modeling at the stage of introducing innovative targeting technologies serves to describe the basic principles for the creation, development and successful organization of a company's activities, the development of which will be successful and effective with the widespread use of innovative targeting technologies. The description of the business model includes nine blocks that reflect the logic of the company's actions aimed at making a profit. They cover four main areas of business: interaction with the consumer, offer, infrastructure, financial efficiency of the company. A business model is like a strategic plan that is brought to life through organizational structures, processes, and systems. For a correct understanding and development of a business model, external influence is proposed to be perceived as a kind of "space for design".

THE ROLE OF REGIONAL INNOVATION SYSTEMS IN THE DEVELOPMENT OF HIGH-TECH INDUSTRIES
The importance of creating and developing innovative systems at the meso-level is determined, since it is at this level that industrial complexes (clusters, technological industrial groups, etc.) are formed and developed with the aim of developing high-tech industries, achieving technological leadership as a result of the creation and production of high-tech products. When using the structural and functional typology of economic systems, ecosystem approach, mesoeconomics of network structures, the object, system, process and project components of the innovation ecosystem at the meso-level are identified, within which high-tech industrial complexes are formed and function. The concept of "high-tech industrial complex at the meso-level" is concretized. Recommendations have been developed for the optimal choice of areas of financing, support, stimulation, cooperation with different participants in the innovation process for companies with different models of innovative behavior.

DIGITAL TECHNOLOGIES IN THE SYSTEM OF SERVICE PROMOTION IN THE CONTEXT OF STRUCTURAL TRANSFORMATIONS
Digital technologies in the system of service promotion in the context of structural transformations require detailed and thorough scientific research and the search for scientific solutions in improving the strategy for the development of digital technologies. The author has formed a model for the transformation of traditional marketing and digital marketing, while digital technologies are relevant and fertile ground for scientific research on the advantages and disadvantages of using technologies in servicing, in the service sector in various business sectors. The main types of SEO (a way to promote the object of a commercial transaction (Internet projects) to the top positions in the search results of advertising on the Internet, which is widely used in e-commerce, are identified, using a marketing approach to the implementation of commercial transactions.
In the Donetsk People's Republic, according to the Ministry of Economic Development, its own electronic trading platform has been launched and is functioning as its own open Internet resource. Its main functional purpose is to ensure interaction in a single information and trading space of many related parties, namely: product manufacturers, suppliers, intermediaries, contractors, customers from budgetary organizations.

ON THE SCALE OF THE DIGITAL ECONOMY
The article attempts to assess the scale of the digital economy by highlighting its basic structural elements. It is difficult to calculate the size of the digital economy using traditional methods (through the contribution to the gross domestic product). This is due to the fact that the boundaries of the digital economy, as well as its fundamental components, have not yet been determined. In addition, digital technologies are very deeply integrated into production processes, and it is quite difficult to separate them from traditional areas of activity. However, the outlines of the structural elements of the digital economy are beginning to emerge, which makes it possible to assess their scale and thus estimate the size of the digital economy.

COMPREHENSIVE ASSESSMENT OF THE DYNAMICS OF THE DEVELOPMENT OF SCIENCE CITIES IN RUSSIA
The paper shows that in the research and production system of Russia, the proper development of science cities is an important factor in the country's innovative development. In order to evaluate innovative processes in this kind of administrative formations, the paper studies innovative processes in Russian technopolises. A review of various approaches to the study of the innovative activity of science cities is given. The article presents statistical data on their innovative development, shows the dynamics of the share of innovative products of technoroles in comparison with the average Russian level, shows the distribution of innovation costs by type of activity and by sources of financing, and gives indicators of the effectiveness of innovative activities. The paper provides an analysis of compliance with the requirements established by federal legislation for technopolises, an analysis of the individual indicators of science cities in 2020 is given. Based on the analysis, it was concluded that at the present stage of development, all technopolises of the country have reached the required threshold values for indicators of compliance with science cities established by federal law.

This article discusses the main directions for the development of supply chain management processes in companies from the point of view of the application of innovative blockchain technology. The article reveals the content of the concept of innovative blockchain technology, supply chain management systems, and also considers an example of the practical use of this technology. The main characteristics of the blockchain, features of supply chain management, technological advantages and risks of implementing the technology are disclosed. The relevance of the study is due to the increasing level of digitalization, the desire of companies to minimize costs, increase performance indicators and improve the processes of obtaining, processing and storing information. The increased level of competition in the modern world is forcing companies to introduce innovative technologies and use blockchain as a means to increase market share and company profits.

DEVELOPMENT OF A METHODOLOGICAL APPROACH TO FORMING A DATABASE AND ASSESSING THE EFFICIENCY OF INNOVATIONS IN THE DEFENSE INDUSTRY
The article is devoted to the actual problem of finding a methodological approach to the formation of a database and evaluation of the effectiveness of innovations in the defense industry. It is proposed to form a database for assessing the processes of development and implementation of innovations in the defense industry based on the all-Russian classifier of types of economic activity with the subsequent classification of enterprises into high-tech, medium-tech and science-intensive. A 2.3-fold increase in innovative activity in enterprises of science-intensive types of activities of the defense industry, a 1.7-fold increase in scientific activity of enterprises in medium-tech industries of the defense industry, and a slight increase in the high-tech sector were revealed. The results of innovative activity are formed, which characterize the investment of scientific developments, the innovative activity of organizations, and the production of innovative products. An analysis of the parameters using statistical data processing made it possible to identify certain trends in the dynamics of the share of internal costs for research and development in the defense industry, the activity of enterprises in introducing innovations, and the effectiveness of the development and implementation of innovations in the defense industry. The results obtained can be used in the development of strategic documents, state and corporate programs for the innovative development of enterprises of the defense complex of the Russian Federation.

BUSINESS PROCESSES OF ORGANIZATIONS IN THE CONDITIONS OF THE KNOWLEDGE ECONOMY
The article includes material devoted to the development of the author's concept aimed at solving the issues of assessing the quality of business processes by organizations with a focus on the use of human capital, which is the primary factor in their activities, regardless of social formation due to its fundamental role in the structure of productive forces. The purpose of the study is related to the creation of resulting indicators that allow in a complex to assess the quality of their business processes, which include similar factor indicators that systematically complement each other in a single correlation dependence. The objectives of the study are based on the explanation and definition of a formalized procedure for constructing factor indicators that affect the resulting indicators of the quality of business processes in the knowledge economy, formed through a direct and indirect relationship between profit and expenditure on the consumption of human capital for each of its groups and in the aggregate. The tasks were solved by the method of chain substitutions, which ensure the concordance of these factorial indicators in interaction with the studied resulting indicators.

PROSPECTS FOR SUSTAINABLE DEVELOPMENT OF TOURISM IN THE REGIONS OF RUSSIA
The article presents an analysis of the methodological approaches of Russian researchers within the framework of the concept of sustainable tourism development. The emphasis is on works prepared and published during the covid pandemic and the post-pandemic period. A brief analysis of modern regulatory documents defining the state policy in the field of tourism was also carried out: the Tourism and Hospitality Industry Research Center and the Action Plan for the implementation of the tourism development strategy in the Russian Federation for the period up to 2035. Based on the results of research by NAFI, VTsIOM and the Department of Service and Tourism Volgatech, promising directions for the development of regional tourism have been identified, which are correlated with the activities stated in the Plan for the Implementation of Tourism Development Strategies in the Russian Federation until 2035, which is an indicative fact testifying to the importance of the research carried out for the development of the regional tourism sector.

DEVELOPMENT OF LOGISTIC INSTRUMENTS OF ECONOMIC POLICY TO ENSURE THE UNITY OF THE SPATIAL ORGANIZATION OF THE ECONOMY
The article is devoted to the study of the relationship between the logistics policy of the country's economic development and the provision of a single economic space. The goal is to determine the significance of the development of logistical instruments of economic policy in ensuring the unity of the spatial organization of the economy. The definition of the unity of the economic space as a single infrastructure for the functioning of the economy for all subjects of the Russian Federation is given. The importance of developing logistics tools for economic policy (financing the expansion of transport routes, improving the quality of highways, investing in the development of innovations in the field of logistics) was emphasized. One of the most important logistics tools is the development of innovations in the logistics sector. On the basis of the studied theory, an analysis of the effectiveness of the use of logistical instruments of economic policy was carried out on the example of the Volga Federal District (VFD). The effectiveness of the policy has an impact on the formation of a single economic space in the Volga Federal District, since the movement of goods and services is carried out along the transport routes of universal single use, which are expanding annually, ensuring the growth of the region's economy.

FOREIGN EXPERIENCE OF INTERACTION BETWEEN BANKS AND INSURANCE COMPANIES
Interaction between banks and insurance companies is a promising area of development both for the financial intermediaries themselves and for the financial market as a whole. Such cooperation leads to the development of the insurance and banking market, to an increase in the quality of customer service and the emergence of new products that meet the needs of the population. The article considers the interaction of insurance companies and banks in foreign practice, which originated at the end of the 20th century in France and then spread to many countries of the world. The result of the interaction was the emergence of the term "bank insurance", the meaning of which expanded with the development of relations. The analysis of foreign experience makes it possible to identify the strengths and weaknesses of bancassurance in order to further build better relations between banks and insurance companies in Russia, to specify the benefits of bancassurance for banks and insurance companies. Particular attention is paid to the study of legal regulation of relations between banks and insurance companies in foreign countries. It is concluded that it is necessary to build adequate models of interaction between banks and insurance companies, including in the context of ensuring regulation that meets the requirements of the financial market.

RUSSIAN SECURITIES MARKET: PROBLEMS AND WAYS TO SOLVE THEM THROUGH THE MAJOR EXCHANGE PLAYERS
The article analyzes the activities of PJSC Sberbank as a participant in the securities market, identifies problems in the development of the securities market in Russia and provides recommendations for improving the activities of PJSC Sberbank as a participant in the securities market. The purpose of this article is to develop measures in the activities of PJSC Sberbank aimed at stabilizing the Russian financial market. The authors of the article came to the conclusion that in order to improve the activities of PJSC Sberbank as a significant participant in the securities market, it is necessary to determine targets for the value of securities based on the arithmetic average return of the S&P 500; calculate the optimal leverage; choose a time strategy for trading currency derivatives; develop smart ETF models based on Asian securities.

ASSESSMENT OF THE INVESTMENT ATTRACTIVENESS OF THE COMPLEX PRODUCT OF THE BANKING ECOSYSTEM
To assess the investment attractiveness of a complex product of the banking system, the conceptual apparatus used in the study of economic projects can be fully applied. The criterion for the investment attractiveness of a complex product is the expected increase in the value of a commercial bank. The author summarizes the existing methods for assessing investment attractiveness in relation to the ecosystem model of banking in the context of digitalization of the economy. Systematized multidirectional cash flows arising in connection with the introduction of a complex product within the framework of the ecosystem model of banking. The substantiated author's methodology for assessing the investment attractiveness of a complex product involves the use of the customer lifetime value method in terms of taking into account customer behavior and product selection. In accordance with the proposed methodology, at the first stage, within the framework of settlement and analytical procedures, an assessment of additional income arising in the banking ecosystem during the implementation of a complex product is formed. At the second stage, a commercial bank needs to evaluate all the additional costs that will be incurred when introducing a complex product. At the third stage, the expected net cash flow is determined, taking into account all possible changes in the model parameters. An integral element of the assessment is to test the stability of the results obtained.

ORGANIZATION OF THE CREDIT PROCESS IN THE BANK: SYNERGISTIC EFFECT
Against the background of Western sanctions pressure in Russia in 2022, there is a decrease in the growth rate of lending by banks to enterprises in the real sector of the economy. The number of unprofitable banks working with large businesses has increased to 20%. According to the forecasts of the Bank of Russia, by the end of the year, the pace of lending to companies may not exceed 5%, which is equivalent to stagnation of the process. Asset freezes, currency and interest rate risks, logistics problems, the termination of large and medium-sized foreign companies in the country, and other factors caused uncertainty in business prospects, which forced banks working with corporate clients to abandon long loans in favor of short revolving loans in order to reduce credit risk. At the same time, the conditions for granting corporate loans were noticeably tightened, which led to an increase in the percentage of preliminary refusals. The delayed effect of sanctions and the inevitable cancellation of regulatory easing may aggravate the situation with the quality of loan portfolios, therefore, reducing credit risks and improving the efficiency of market participants requires further improvement of the credit process model, in particular, its most important element – the business process of interaction of the bank's structural units in the process of considering a loan application. Taking into account the approaches available in the scientific literature, as well as the best practices of leading banks in this area, the article suggests a variant of building a scheme for coordinating the functional services of the bank, starting from making a decision on a loan application and ending with the issuance of a loan.

TREASURY SUPPORT OF TARGETED FUNDS: APPLICATION PRACTICE
Optimization of budget expenditures by identifying and reducing inefficient costs is of paramount importance in the formation of budget policy. In some countries, the mechanism of treasury support of funds allocated from the budget and having a targeted nature of their use has become widespread. The functional characteristic of this mechanism is to achieve maximum compliance with the tasks set by the government, the results achieved when spending targeted funds allocated to legal entities that are not participants in the budget process, as well as executors and co-executors under concluded agreements, contracts, contracts. Currently, treasury support of targeted funds, as an innovation in budget legislation, occupies a leading position in the implementation of control functions over the spending of funds allocated from the budget. The article analyzes the practice of applying this mechanism in the Russian Federation and the Republic of Belarus, presents a comparative analysis of the key characteristics of its implementation in the course of implementing the priority areas of development of the state. Emphasis is placed on the main stages of the introduction of the treasury support mechanism into the financial practice of the Russian Federation and the Republic of Kazakhstan.

MOTIVATION OF STUDENT ENTREPRENEURSHIP AND THE ROLE OF UNIVERSITY INFRASTRUCTURE
The focus of the study is student entrepreneurship in Russia and the entrepreneurship development ecosystem in universities. The article discusses the development of Russian student entrepreneurship at three levels: national, regional and local (Irkutsk National Research University), and also compares with international experience. The authors identified the factors influencing the development of student entrepreneurship based on the analysis of the array of scientific literature and understanding of the external and internal ecosystem of the university. According to the study, many trends, both in the Russian at the national and regional levels, and in the international sample, turned out to be close to each other, but a number of features that distinguish the Russian context can be identified. Despite the presence of a certain career strategy in the field of entrepreneurship, there are factors that hinder this desire. The university environment is one of the key elements in the formation of an entrepreneurial ecosystem. However, in Russia, the degree of introduction of an entrepreneurial component into the curriculum is very low: about 63% of students did not take entrepreneurship courses at all. This forces universities to think again about their own strict management system.
