ASSESSMENT AND DIRECTIONS OF DEVELOPMENT OF INNOVATIVE ACTIVITY
OF INDUSTRIAL COMPANIES OF RUSSIA
The article discusses the approaches and the system of indicators for evaluating the innovation activities of economic entities. Target indicators and priority directions were identified and analyzed, a
comparative analysis was carried out, and the possibilities of using innovation strategies were evaluated with regard to the innovative activity of the market and the innovative activity of companies. The
relationship between innovation and investment strategies is investigated. A customer-oriented model
of an extended innovation process within an integrated industrial complex (meta-enterprise) is proposed, which allows the formation of network value added.

ISSUES OF LARGE-SCALE ENERGY DEVELOPMENT IN THE CONTEXT OF INNOVATIVE
TRANSITION
The general trend in the development of the energy sector is inextricably linked with the innovation
paradigm and consists in a twofold increase in the level of electricity consumption synchronously with a
radical reduction in the share of fossil fuel. A sharp cyclical change in the global structure is replaced by
a gradual evolutionary transformation. The permissible duration of the transformation of the domestic
production sphere varies depending on the scale and intensity of scientific and technical progress.

SOCIAL ASPECTS OF THE FORMATION OF A NEW TECHNOLOGICAL DEPOSIT IN
ELECTRIC ENERGY
The article discusses the social aspects in power industry. In particular, there are examples of
“not in my backyard” concept in power industry. As a way to overcome social rejection and differences
of stakeholders, the concept of value-sensitive design has been proposed. This concept allows to take into
account the interests of stakeholders during the implementation of high-tech projects, overcome social
tensions and find ways to solve social dilemmas. The article also describes examples of the implementation of a value-sensitive design in relation to smart meters in smart grids and the design and installation
of a wind farm. In addition, the prospects for the use of VSD in innovative energy Russian projects have
been described.

The development of the innovation system becomes not only a factor in ensuring competitiveness on
the national and world markets, but also a factor in the effective functioning of the economy of the region
as a whole. This requires studying the role of quality of economic space in the development of human
capital. The methodological basis of the research is the theory of spatial development and interaction,
economic and mathematical models developed to study economic interactions, the concept of Russian and
foreign researchers in the field of intellectual capital, territorial and innovative development. The author
has formed a system for assessing the state of quality of the economic space and its impact on the human
capital development index, on the innovative activity of economic entities.

Copper production is one of the key branches of the non-ferrous metallurgy of Russia. The article examines the issues of industry development, identifies problems and shortcomings, analyzes the experience
of introducing innovative projects. Assessed the role of copper in the national economy, identified the
problems associated with the deterioration of the raw material base and the depletion of the valuable
component in the ore, low demand in the domestic market, underdeveloped preferential loans, excessive
waste emissions at a number of enterprises in the industry. One of the ways to solve the problems of the

THE APPLICATION OF STANDARDS IN THE SPHERE OF INVESTMENT BANK
LENDING AS A FACTOR REDUCING RISKS
The factors restraining the growth of long-term lending to investment projects of companies are
the specific risks inherent in this product line, including management errors in evaluating projects. Minimizing risks allows a process approach to management, in which each structural unit of a credit institution ensures the implementation of specific business processes in which it participates. One of the ways to
improve the process of lending to investment projects in order to reduce the risk of transactions is its
standardization. The article in the framework of the proposal to develop a Standard for the process of
lending to investment projects provides the Matrix of requirements for the components of this process,
reflecting the best practices of leading domestic banks operating in the field of investment lending.

FEATURES OF VIRTUAL CURRENCY IN THE DIGITAL ECONOMY
The article is devoted to the study of the features of a virtual currency, an attempt to classify it depending on autonomy, circulation conditions, emission source, and purpose of use. The key features of
the virtual currency are indicated, the dynamics of the total capitalization of the virtual currency are presented, the trading volume of the highly capitalized virtual currency on electronic exchanges, and the daily trading volume of electronic exchanges. The specific differences between virtual currency and fiat
money are indicated.

LEGAL FRAMEWORK FOR INSURANCE CONTRIBUTIONS NEEDS SEPARATE
SPECIFICATIONS
The article analyzes and critically assesses the current procedure for accrual of insurance contributions. Its shortcomings are revealed and the necessity of introducing changes into it, including conceptual ones, is substantiated. First of all, it was proposed to revise the ratio for the accrual of insurance contributions. Specific recommendations are also made on introducing into the current legislation a number of amendments and additions, eliminating disputes arising in practice between economic entities and tax authorities regarding the accrual of insurance contributions for certain payments to
employees. Justified the need for clarification of legal framework for the use of funds of the Social Insurance Fund of the Russian Federation for the payment of child care allowance.

A catering enterprise can be described as a complex mechanism of interaction between several taxation regimes, types of economic activity of various structural units, which can be separated from each
other, but follow a common goal - the enterprise’s profit, improving the culture and quality of customer
service. According to the authors, the automation system of all catering processes in cafes and restaurants plays a significant role in solving the tasks of the restaurant business development. The article discusses the issues of automating a number of important processes: accounting for products, economic and

ACCOUNTING OF INTANGIBLE ASSETS IMPAIRMENT IN ACCORDANCE WITH IFRS IN

The article is devoted to methodological basis of intangible assets impairment accounting in accordance with Russian standards and IFRS. In purpose of reflection in accounting policy of the Russian economic entities the technique of intangible assets impairment accounting is considered and problem questions of its application are clarified. The approaches to estimation the fair and recoverable value of intangible assets in Russian conditions are explained. The practical example shows the implementation of
the methodology, provides recommendations for the calculation of impairment losses of intangible assets
and its recording.

MATHEMATICAL MODELS AS A TOOL TO INCREASE THE INFORMATION
TRANSPARENCY OF THE ECONOMIC SUBJECT ACTIVITY
In the digital economy, forming a system of end-to-end control over the activities of an economic entity should be based on the usage of effective mathematical tools in order to most accurately reveal the
“pain points” or points of pressure. Regarding this, the experience of using mathematical models to identify facts of distortion of the reporting information (falsification of financial statements) is of the great
interest. It helps to create a favorable environment for increasing the informational transparency of economic entities. This article reviewies the existing mathematical models to identify distortion of the reporting information. The issues related to the use of mathematical models of M. Benish and M. Roxas to identify falsification of financial statements are disclosed. The author proposes a model for detecting falsification of reports.

Food security consists of three factors: the physical and economic accessibility of food and its safety
for the population. The Russian economy has become so dependent on oil and gas exports that any
change in the market for the oil and gas industry entails serious shocks. Favorable effect on the growth in
demand and prices for oil and gas. But according to the forecasts of world organizations, the level of oil
consumption will only decrease every year. This is facilitated by the rapid development of the electric
vehicle market.

One of the most effective tools for ensuring economic security in the implementation of investment
and budget policies is the special economic zone mechanism (SEZ), the competitive advantage of
which is the possibility of reducing the investor’s initial costs of implementing investment projects due
to the availability of new ready-made modern infrastructure, tax, customs and other preferences. The
article presents the experience of the development of the SEZ in the Russian Federation: it shows the
requirements for residents, existing and failed special economic zones, tax incentives operating in the
SEZ territories. Highlighted the problems that have a significant impact on the development of the
SEZ, the solution of which will improve the results of their activities.

The article is devoted to the assessment of mechanisms for state support of small business abroad, implemented through specialized government and authorized bodies. The most successful practice is the
activity of the Small Business Administration (USA), whose methods are used in different countries of the

The article considers a methodical approach to assessing the level of the economic potential of a region. Identified the types of potential that determine the economic potential of the Republic of Mari El
and indicators for assessing the economic potential of a region by type of potential, given an integral assessment of each type of potential, calculated an integrated indicator of a comprehensive assessment of
the economic potential of a region and an overall indicator of regional economic potential, which allowed to establish the life cycle stage in development of the region in order to determine the strategic directions for the development of the region and the formation of a set of measures to overcome negative
effects in its economy.

THE DISTRIBUTION OF THE RADIO-FREQUENCY SPECTRUM
The article discusses the use of the hierarchy analysis method for choosing the size of the initial price
when bidding for the distribution of licenses for the provision of communication services using the radio
frequency spectrum (RFS) in the form of an auction. This method is proposed to be used to select one of
the alternative values of the initial price of the lot as which the article considers the values obtained on
the basis of: one-time fee, annual fee, amount of one-time and annual fee, as well as analysis of available
statistical data. The above methodology uses expert evaluations to select a rational option for one of the
main parameters of an auction for the distribution of RFS - the initial price of the lot - by comparing
competing values, allows for decomposition of the difficult problem of decision making and formalizing
the process of choosing auction parameters.

MONITORING THE ECONOMIC SECURITY OF PUBLIC REGIONAL PROGRAMS WITH
ATTRACTION OF PUBLIC-PRIVATE PARTNERSHIP
The article considers approaches to the concept of monitoring economic phenomena and processes.
The functions, principles, features of monitoring the economic security of state programs of regions of the
Russian Federation with the involvement of PPP on the basis of a risk-based approach are highlighted.
The author comes to the conclusion that it is possible to organize monitoring of the economic security of
state regional programs involving PPPs based on reporting on their effectiveness.
