ANALYTICAL METHODS OF THE INDUSTRY OF TOURISM IN THE CONTEXT OF ITS CLUSTER DEVELOPMENT

The article is devoted to the study of the processes of tourism development in the domestic regions as a whole, as well as the Saratov region in particular, using a number of multivariate statistical methods. The author draws attention to the need to use modern tools to study these phenomena, including in order to obtain reliable results. The conclusions made by the author during the analysis should be applied in accordance with the specific place and time. The methods given in the article are of general nature and can be applied to any region with the necessary initial data.

STUDY OF THREE-FACTOR CONVERGENCE BETWEEN INNOVATION AND MONETARY POLICY, AND LABOR PRODUCTIVITY

The role of innovation processes is considered most often in long-term growth models. However, the dominant neoclassical growth model is the non-monetary model in the sense that it is not based on the equilibrium in the money market. In this study, we show that the combination of the growth model with the condition of equilibrium in the money market is very useful. Made an attempt to find out to what extent innovation and productivity are converged with monetary policy. For this purpose, has been used a new Keynesian model with endogenous total factor productivity (TFP) (total factor productivity) to quantify TFP losses due to monetary policy constraints imposed by the zero lower bound (ZLB) or, conversely, the benefits of TFP from monetary tightening. The model tests the hypothesis that monetary policy influences firms' incentives to develop and innovate. We use data on the dynamic effects of R&D and monetary shocks to assess key parameters and model performance.

STRATEGIC PARTNERSHIP OF ENTREPRENEURSHIP SUBJECTS AS A FACTOR OF DEVELOPMENT OF INNOVATION CLUSTERS

The article discusses the features of cluster organization of alliances and strategic partnerships of business entities. Based on a systematic approach to the analysis of their activities, a set of tasks for the implementation of the cluster strategy has been formulated. To assess the level of interaction between the integrator and the residents of the cluster formation, the characteristics of partnerships are highlighted in the form of a system of 13 indicators, a method for estimating by a point system is proposed. For the selection procedure of the anchor residents of the cluster considered the possibility of using the matrix method for determining the share of supplies of the resident's products to the integrator and the level of technological interaction between them.

DEVELOPMENT OF TAX CONTROL AS A MANIFESTATION OF OBJECTIVE CONTROL FUNCTION OF TAXES

Taxes as an economic category are inherent in the control function, the economic content of which differs in relation to the macro and micro levels. The article presents the theoretical background of the tax control function, its connection with the fiscal function. A binary matrix of interconnection of the behavior patterns of the subjects of tax relations has been compiled, the security character of a number of measures to improve tax control effectiveness in the regulatory field of the Russian Federation has been proposed, and also substantiates the expediency of introducing “compulsory” tax monitoring for the largest taxpayers violating tax legislation.

Article is devoted to development of theoretical and methodological provisions and management tools resource security of the Russian regions. Conducted classification of the main features of the regions due to resource availability. It was noted that the insufficient level of resource security slows down or even impedes the socio-economic development of the territory. Approbation of theoretical positions is carried out on the example of centralized funds of regional consolidated budgets. Made the analysis of the level of estimated fiscal capacity of the constituent entities of the Russian Federation in 2018. The article describes the features of the organization of accounting of goods at the enterprises of the wholesale trade in computer equipment. To prevent inventory immobilization, it was proposed to open a separate synthetic account for accounting for goods without certificates, to select analytical accounts for accounting for goods with warranty obligations and a limited shelf life, creating a reserve for reducing the value of tangible assets based on the impairment rate.

ECONOMIC ISSUES FOR ENSURING NATIONAL SECURITY

The national security strategy should set goals for the state, methods and criteria for their achievement, as well as quantitatively measured results to summarize the implementation of the strategy. A significant indicator specified in the strategy is citizens' satisfaction with the degree of protection of their constitutional rights and freedoms, personal and property interests, including criminal offenses, in terms of which Russia occupies 167th place in the world’s rating.

CONCEPT OF LEAN-REGION IN THE TASKS OF ENSURING ITS ECONOMIC SECURITY

The ideas of reforming the state (municipal) government are always present in the minds of Russian society. Despite such comprehensive attention to this problem, a significant breakthrough in its solution did not yet implement. The emergence of new ideas in this direction connected with the introduction of lean manufacturing (lean technologies), project management and digitalization of the economy. Taken together, this should ensure the economic security of the state at all levels of its administrative-territorial structure. The article attempts to understand the possibilities and limitations of the use of lean technologies in the digital economy in the task of ensuring the economic security of the region.

ENSURING THE ECONOMIC SAFETY OF THE WHOLESALE GENERATING COMPANY IN THE FIELD OF PUBLIC PROCUREMENT

The article presents an overview of the procurement system of the wholesale generating company in the context of the functioning of the mechanism of ensuring the economic security of the organization. In particular, the organizational features of procurement activities, their regulatory support disclosed an analysis of the structure and dynamics of procurement by volume and quantity of procurement presented in the context of methods for identifying suppliers, and the main risks of WGC procurement activities revealed. The authors conclude that there are substantial reserves for the development of a mechanism for ensuring economic security in the procurement sphere. Such authors include reasonable promotion of digital technologies and the inclusion in the functionality of purchasing departments of the tasks of finding the latest material resources and developments to meet the needs of the company in the future.

The article discusses the theoretical constructs of the concepts of financial sphere and financial security, shows their interrelation and conditionality from the category of national security, from the effects of internal and external threats. Typology, as a method of scientific research, is applied to substantiate the allocation of financial security as a separate type of economic security based on an analysis of the system features of the financial sector and its development objectives.

THE PLACE AND ROLE OF ANTITRUST REGULATION IN ENSURING THE ECONOMIC SECURITY OF THE COUNTRY

The article deals with the issue of the place and role of antitrust regulation in ensuring the economic security of Russia. Analyzing statistical data and internal threats to the economic security of the country, the author concludes that the role of antitrust regulation is to ensure the economic security of the country by addressing pricing risks in regional commodity markets, which contributes to their development, increase the competitiveness of products and reduce poverty population. According to the results of the study have been developed the theoretical positions of the mechanism of ensuring the economic security of the country through the use of methods and tools of antimonopoly regulation and protection of competition.

TAX STIMULATION AS A FACTOR OF INVESTMENT ACTIVITY OF KHABAROVSK TERRITORY

The article discusses the problems of the current socio-economic situation of the Khabarovsk Territory, highlighted the role of priority development areas, whose residents enjoy tax preferences and have the best opportunities in attracting investment.
