THREE-HORIZON ARCHITECTURE FOR PLANNING SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF AN INFRASTRUCTURE COMPANY: FROM THE THREE HORIZONS CONCEPT TO DIFFERENTIATED METHODOLOGICAL PACKAGES

Abstract. The article develops and substantiates a three-horizon architecture for planning the scientific and technological development (STD) of an infrastructure company, extending the classic Three Horizons of Growth model with differentiated methodological packages, types of managerial artefacts, and scheduled update cycles for each horizon. Based on a comparative case study of six major railway and logistics companies (Russian Railways, Deutsche Bahn AG, SNCF Groupe, East Japan Railway Company, Network Rail, and DHL Group), stable patterns of horizon differentiation in corporate foresight practice are identified, and a systemic gap between long-term foresight (10–30+ years) and short-term budgetary planning (0–3 years) is established. A formalised architecture is proposed in which the following parameters are specified for each of the short-term (0–3 years), medium-term (3–10 years), and long-term (10–30+ years) horizons: foresight methods, types of managerial decisions, artefact formats, investment decision translation mechanisms, and scheduled update cycles. The results can be applied in the design of STD strategic planning systems in capital-intensive industries with long asset life cycles.

ECOSYSTEM APPROACH TO SUPPLY CHAIN MANAGEMENT IN THE AGRI-INDUSTRIAL COMPLEX: SUSTAINABILITY AND EFFICIENCY

Abstract. Given the volatile prices of mineral fertilizers and fuels and lubricants, as well as the high logistical burden on agricultural producers, traditional supply chain management models in the agro-industrial complex demonstrate limited effectiveness. This article explores the use of an ecosystem approach as a tool for reducing costs and increasing the sustainability of resource supply. Synthesizing the theoretical concepts of J. Moore and R. Adner, this paper proposes an integrated model combining three elements: shared logistics hubs, warehouse analytics systems, and a joint procurement mechanism. Using the developed calculation formulas, the economic impact was assessed for large, medium, and small farms. It is demonstrated that the cost per ton of fertilizer can be reduced by over 22% for small producers, while simultaneously reducing safety stocks by 20–30% and CO emissions by 18–22%. Step-by-step practical recommendations for implementing the model are provided. The results can be used in formulating regional programs for the development of agrologistics and agricultural cooperation.

BUSINESS PROCESS REENGINEERING AS A METHOD OF ORGANIZATIONAL SUPPORT FOR INNOVATION IMPLEMENTATION IN TRADE

Abstract. Business process reengineering is not an "expensive anti-crisis tool," but a necessary method for organizationally supporting innovation. Companies that ignore it invest in technologies doomed to rejection, while conversely, companies that consistently redesign processes gain a sustainable competitive advantage. Based on an analysis of 12 cases of Russian and international retail chains (grocery and non-food segments, wholesale operators), this article demonstrates that up to 70% of innovation projects—including artificial intelligence for demand forecasting, RFID tagging, omnichannel platforms, and dynamic pricing systems—fail not due to technological limitations, but because of the unpreparedness of existing business processes. The article contains practical recommendations for retail chain managers, discusses the limitations of the study (sample size, industry specifics, the need for quantitative calibration), and outlines areas for further research, including empirical testing on a larger sample and adapting the method for e-commerce. These proposals are addressed to retail chain managers, process management specialists, and researchers in the field of digital transformation of retail.

STRUCTURAL AND FUNCTIONAL MODEL OF THE MECHANISM OF INNOVATIVE DEVELOPMENT OF TRADE SERVICES

Abstract. The article examines the lack of a systemic organizational and economic mechanism for innovative development in Russian retail chains, which leads to low efficiency in the implementation of new technologies, services, and service formats. Based on a synthesis of classical innovation theories (J. Schumpeter, P. Drucker, K. Christensen, G. Chesbrough) and modern research in trade management (V.I. Novikov), the author proposes a structural and functional model that includes four interconnected blocks: target (strategic goals, innovation priorities, top-level key performance indicators), enabling (organizational structure, personnel, finance, material and technical base, innovative culture), instrumental (methods of idea generation, selection, project management, scaling, technological platform) and effective (a balanced scorecard for performance assessment). It is substantiated that external conditions (economic, legal, technological, and socio-cultural) act as boundary parameters for the mechanism, setting requirements for its adaptability: during periods of decline, the emphasis shifts to process innovations, while during periods of growth, it shifts to product and marketing innovations. It is shown that key, often underestimated, elements include an organizational culture that supports innovation (tolerance for mistakes, encouragement of initiative), and a system of indicators linked to each block. The model can be used by retail chains of various sizes (from regional to federal) to design or reorganize innovation management systems, as well as to diagnose bottlenecks in existing mechanisms (for example, the gap between resource provision and speed of implementation). The main limitations of the model are related to the need for empirical calibration of indicators and consideration of subsegment specifics (grocery retail, DIY, electronics). Further research involves testing the model in real retail enterprises and developing an integrated index of innovation maturity.

REGULATION OF CONTROL OF INVESTED CAPITAL IN AN AUTOMATED ACCOUNTING ENVIRONMENT

Abstract. Business owners invest and attract outside financing to generate profits. At the same time, they are interested in making the most effective returns. Otherwise, the business becomes unprofitable, closes, and funds are invested in alternative sources of income that are more profitable. The interests of the owners in this perspective do not coincide with the goals of the management staff hired by them to fulfill the target development program of the enterprise. In this regard, in the interests of owners, methods of analysis and profitability of invested capital should be developed and applied as the main source of real profit-generating. Control methods built into software products are relevant for the operational supply of necessary information in order to control the owners of invested capital and information support for their decisions.

INVESTMENT SECURITY OF THE REGIONAL SYSTEM: CLARIFICATION OF THE CONCEPT AND SYSTEMATIZATION OF THREATS

Abstract. This article clarifies the concept of investment security in a regional system and proposes a systematization of its threats, taking into account managerial impact. A unique definition is proposed that distinguishes between the observed state of reproduction proportions and the condition of its stability, thereby removing logical ambiguity. The critical limit of simple reproduction is formalized as a requirement to cover the retirement of fixed assets with their gross accumulation. Threat is interpreted as a unity of objective conditions and factors of the regional environment, rather than as an "activated" factor opposed to conditions. A multi-criteria classification of threats is constructed—by source, nature, and scale—with latent threats distinguished as the most dangerous type, undetectable by standard monitoring. The instrumental component is conceptualized through a transmission framework—a five-link cause-and-effect chain and four classes of industrial policy instruments addressing different risk groups.

INTEGRAL INDEX OF INVESTMENT SECURITY OF THE REGION: CONSTRUCTION OF THE METHODOLOGY AND ITS TESTING IN THE SUBJECTS OF THE RUSSIAN FEDERATION

Abstract. Over the past decade, the environment in which investment flows are generated in the constituent entities of the Russian Federation has undergone a qualitative shift: sanctions barriers and a protracted period of expensive debt financing have shifted the focus of the investment agenda from attracting capital to securing and reproducing it within the region. This article presents a proprietary methodology for calculating an integrated index of regional investment security, based exclusively on public interregional statistics and equipped with an objective weighting procedure. The proposed methodology differentiates regions by their level of investment security, is reproducible without departmental data, and is applicable to any constituent entity, making it a convenient basis for regional investment security monitoring and information support for management decisions.

INDUSTRIAL POLICY TOOLS FOR ENSURING INVESTMENT SECURITY IN THE REGION: TRANSMISSION MECHANISMS AND THE DRAFT LAW ON INDUSTRIAL PARKS

Abstract. The instrumental component of investment security represents a set of industrial policy tools used by regional authorities to influence the investment behavior of economic entities. This serves as a prerequisite for the stability of reproduction proportions. However, it remains poorly systematized and faces two practical limitations: a high concentration of the supported portfolio and an institutional gap in the regulation of sites for small manufacturing businesses. This article systematizes industrial policy tools based on the mechanism for their transmission to regional investment security and substantiates the directions for developing a regional instrumental framework, including a draft law on industrial parks. The obtained results are applicable to the practice of regional public administration for the implementation of more effective industrial policy.

Abstract. This article explores the genesis of approaches to balancing economic resource distribution, highlighting the importance of identifying the characteristics and prospects of interregional transformation processes for improving socioeconomic indicators. Definitions of balance and balanced distribution are refined through an analysis of scientific and regulatory literature; stages in the genesis of the need for balanced resource distribution are synthesized based on a historical review; a classification of resource potential within a region's socioeconomic development system is developed; and conceptual foundations for the characteristics and principles of balanced economic resource distribution are substantiated.

ASSESSMENT OF ECONOMIC SECURITY OF RESOURCE DISTRIBUTION IN MANAGING REGIONAL RISKS AND BALANCE PROSPECTS

Abstract. Assessing the economic security of regional resource balance requires a comprehensive approach, employing modern analytical methods and developing adequate measures to minimize risks and threats, as well as analyzing potential prospects for the Russian Federation region. A balanced resource distribution contributes to improved living standards, stronger economic stability, investment attraction, and, consequently, enhanced national security. The article's scientific novelty includes identifying and substantiating the stages of assessing the economic security of regional resource balance; systematizing the relationships and contradictions between economic balance concepts; refining the classification of resource balance risks; and proposing a new approach to classifying the prospects for a balanced resource distribution.

DIRECTIONS OF INDUSTRIAL AND INNOVATION POLICY OF THE REGION IN THE CONTEXT OF TECHNOLOGICAL CHALLENGES

Abstract. This article substantiates priority areas for improving regional industrial and innovation policy using the example of three constituent entities of the Volga Federal District—the Republic of Tatarstan, the Chuvash Republic, and the Mari El Republic—in the context of increasing geoeconomic competition and sanctions, which highlight the task of achieving technological sovereignty. The relevance of the study is due to the profound differentiation of the innovative and industrial potential of the Volga Federal District regions: despite the general presence of a developed scientific and industrial base, allowing the district to be considered a potential "innovation belt" of the country, individual constituent entities demonstrate a persistent lag in key indicators of the efficiency of the use of available resources. The study applies a multifactorial approach, including an analysis of investment activity, the state of human capital, and the level of innovative development based on Rosstat data and HSE rankings. It is established that Tatarstan, as the undisputed leader in the district with a highly effective investment infrastructure and a concentration of innovative industries, can act as a "locomotive" and hub for interregional cooperation. At the same time, the Chuvash Republic and, particularly, the Mari El Republic are characterized by low innovation activity, insufficient private investment in high-tech sectors, and increased economic security risks associated with poverty and the underutilization of scientific and technological potential. Based on a comparative analysis, the authors propose differentiated policy directions. For leading regions (Tatarstan), a strategy of deepening specialization within the macroregion's production chains and increasing the export of technological solutions is substantiated. For "catch-up" regions (Chuvashia and Mari El), a strategy of "integrated catch-up development" is proposed, which entails not simply fiscal equalization but the active inclusion of their industrial sites as supplier counterparties in clusters of leading regions. The following are identified as the tools for implementing the proposed policy: improving regional development institutions and public-private partnership mechanisms, targeted support for small technology companies, and developing human resources through cooperation with educational centers (including a world-class REC in Kazan).

THE RELATIONSHIP BETWEEN THE GROWTH OF THE ICT INDUSTRY AND THE ECONOMIC DEVELOPMENT OF THE TERRITORY

Abstract. In the era of digitalization of all economic activities, the relationship between the most dynamic growth sector among all other sectors—the information and communications technology (ICT) industry—and regional economic development has attracted the close attention of many modern scholars. Numerous studies have demonstrated a positive correlation between these two processes using a variety of mathematical methods and indicators, but research providing an in-depth understanding of the underlying mechanisms is scarce. The purpose of this study is to construct a qualitative model of the relationship between ICT industry growth and regional economic development by systematizing the cause-and-effect relationships discussed in the scientific literature. Using deductive reasoning and literary analysis, it was found that the relationship between ICT industry expansion and regional economic progress is represented as a bidirectional relationship. However, a specific configuration exists, namely, an inverse correlation between the dynamics of these two processes during periods of crisis. This article presents a qualitative model of the transmission mechanism of the information and communications technology (ICT) industry's impact on regional economic progress, taking into account the direct and indirect contributions of the ICT sector, the system's feedback, and the negative aspects of this relationship. The model facilitates the development of practical measures to support this sector of the national economy, demonstrating it as a key element in the relationship with and determining regional economic development.

Abstract. This article examines the assessment of trends and risks in regional economic policy for the development of the education sector in a digital society using a conceptual approach. Indicators for assessing the achievement of the goal of developing education in a digital society in Russia by 2030 are classified by KPIs and sources; the essential principles of the formation and implementation of regional economic policy in digital education are identified and analyzed. THEORETICAL MODELING OF MONITORING OF METHODOLOGICAL SUPPORT FOR ECONOMIC SECURITY OF THE AGRO-INDUSTRIAL COMPLEX

Abstract. In the context of market transformation and the requirements for sustainable development of the agro-industrial complex (AIC) of the regional economy, the role of effective management is increasing. Monitoring is the primary tool for ensuring the adequacy and effectiveness of management decisions. This article examines the theoretical foundations of the monitoring process in the context of methodological support for the economic security of regional AIC economic development programs. The article defines the essence, goals, functions, and principles of monitoring as an integral element of the management system. The stages of creating a methodological monitoring infrastructure are considered, including the selection of indicators, identification of data sources, development of analytical methods, and organization of information exchange. In particular, the article highlights the difficulties regional governments face in implementing monitoring systems and how to overcome them, including the use of modern digital technologies. The article substantiates the need for an integrated approach to the creation and development of a methodological monitoring infrastructure in order to improve the safety and effectiveness of regional AIC programs aimed at food security.

CLASSIFICATION AND SYSTEM OF INDICATORS FOR MONITORING THE AGRO-INDUSTRIAL COMPLEX IN THE CONDITIONS OF TRANSFORMATION OF THE TECHNOLOGICAL STRUCTURE OF THE REGION: A METHODOLOGICAL APPROACH

Abstract. The modern agro-industrial complex (AIC) of Russia and its regions is undergoing a profound transformation due to a shift in the technological paradigm—the transition from industrial to digital, biotechnological, and "green" technologies (AIC 4.0). Effective management of the transition period requires an adequate monitoring system capable of quickly tracking progress and identifying bottlenecks. This article proposes a multi-level classification of indicators for monitoring the AIC, including resource, technological, economic, social, environmental, and institutional blocks, each detailed with due regard for the specifics of the new technological paradigm. A system of indicators has been developed to assess the readiness of the regional AIC for digitalization, biotechnology, and "smart" agriculture, as well as to measure their impact on productivity, sustainability, and competitiveness. The proposed indicator system can be used by regional governments, scientific and educational institutions, and agro-industrial enterprises for strategic planning, assessing the effectiveness of investments in innovation, and developing programs to support and monitor the achievement of sustainable agricultural development goals in a changing technological environment.

INTEGRAL ASSESSMENT OF ECONOMIC SECURITY OF A BUDGETARY HEALTHCARE INSTITUTION

Abstract. The relevance of this research topic is driven by increasing demands for the efficient use of budgetary resources in the healthcare sector and the need to promptly identify threats to the financial sustainability of medical organizations. In the context of chronic funding shortages, a high proportion of labor costs, and declining revenues from the compulsory medical insurance system, ensuring economic security has become a strategic objective for managing publicly funded healthcare institutions. This article proposes an adapted methodology for an integrated assessment of the level of economic security applicable to publicly funded healthcare institutions and recommendations for mitigating the identified threats. A set of measures has been developed with an estimated total financial impact of 37.4 million rubles per year.

HISTORY OF THEORETICAL RESEARCH IN THE FIELD OF ECONOMIC SECURITY

Abstract. This article examines the history of the formation and development of theoretical concepts of economic security as a complex interdisciplinary category. It examines the philosophical, political, legal, and economic prerequisites for the emergence of the concept of economic security, and analyzes the evolution of scientific views on ensuring the stability of the state, society, and economic systems. It reveals the main stages in the development of economic security as an independent area of ​​scientific research, and examines modern approaches to defining its essence, evaluation criteria, and enforcement mechanisms. It examines systemic, indicative, and digital approaches that enable a comprehensive assessment of the state of economic systems, identifying internal and external threats, and developing effective risk management mechanisms in the context of modern socioeconomic transformations. It concludes that the development of economic security theory reflects the general process of evolution of scientific knowledge—from a philosophical understanding of the problems of maintaining public order and protecting property to the formation of an independent scientific field focused on the study of sustainability, competitiveness, and the ability of socioeconomic systems to adapt to modern challenges.

MONITORING THE EFFICIENCY OF HOUSING AND UTILITIES (HOUSING AND UTILITIES) IN ENSURING ECONOMIC SECURITY OF INNOVATION AND INVESTMENT POLICY

Abstract. Systematic and in-depth monitoring of the housing and utilities sector is crucial for ensuring national stability and confident development. This involves not only collecting statistical data but also comprehensive analysis, enabling the timely identification of bottlenecks, ineffective practices, and potential risks that could threaten the economic security of entire regions and the country. Without a proper understanding of the real situation in this key sector—from the state of infrastructure to the quality of services provided and the rational use of resources—it is impossible to develop a truly effective development policy. Poor performance in the housing and utilities sector directly impacts the budgets of households and businesses, increasing their expenses and generally reducing the investment attractiveness of regions. This greatly enhances the need for monitoring, which systematizes objective data for balanced management decisions, targeted resource allocation, and the identification of priority areas for modernization.

CLASSIFICATION OF RISK MANAGEMENT TOOLS IN THE INVESTMENT POLICY OF HOUSING AND COMMUNAL SERVICES (HCS)

Abstract. The housing and utilities sector (HUS) is a significant sector of the national economy, characterized by high levels of depreciation of fixed assets and a significant need for investment for modernization and sustainable development. Attracting private capital to this sector is associated with a unique set of risks due to its social significance, government regulation, long investment cycles, and a complex institutional environment. This article systematizes and classifies risk management tools applicable to investment policy in the HUS sector. This article presents a comprehensive analytical framework developed by the authors to improve the effectiveness of investment decisions and reduce uncertainty. A multi-criteria classification of risk management methods and tools is proposed, covering various stages of an investment project and risk types. Key challenges in implementing risk management systems in the Russian HUS sector are identified, and recommendations for overcoming them are formulated.

THE FEASIBILITY OF INTRODUCING EXPORT CUSTOMS DUTIES IN THE CONTEXT OF INCREASING THE ECONOMIC SECURITY OF THE STATE

Abstract. This article discusses the feasibility of introducing permanent export duties, including flexible duties whose rates depend on the US dollar exchange rate, to be introduced by the Russian Federation in 2023-2024. The objective of this study is to determine the effectiveness of introducing export duties on a wide range of goods to improve the state's economic security and the impact of export duties on export volumes. The article provides statistical information on customs duties transferred to the federal budget for the period from 2020 to 2025, focusing on export duties. The study utilized systemic and comparative analysis methods. The author provides recommendations for the use of these findings by government agencies in formulating strategic development programs.

INDUSTRY STRUCTURE OF IPOS ON THE RUSSIAN STOCK MARKET UNDER CONDITIONS OF SANCTIONS PRESSURE: STRATEGIES AND MECHANISMS FOR ATTRACTING CAPITAL BY ISSUERS

Abstract. This article examines the dynamics and sectoral structure of initial public offerings (IPOs) on the Russian stock market from 2014 to 2026, amid two successive waves of sanctions. It is argued that this period is characterized by a fundamental transformation of IPO activity: from deep market depression under the influence of sanctions in 2014–2018, through a cautious recovery in 2019–2021, to a qualitatively new boom in 2022–2024, relying exclusively on domestic retail investors, and subsequent stagnation in 2025 under pressure from a high key rate. A persistent shift in the sectoral structure of IPOs is revealed, away from oil, gas, and mining issuers and toward the technology, financial, and consumer sectors. The author proposes a typology of capital raising strategies through IPOs under sanctions restrictions and develops a classification of key factors determining issuers' decisions to go public. A relationship is established between the transformation of the IPO market and the processes of ensuring the investment sovereignty of the Russian economy.

Generative AI systems, including ChatGPT platforms from the United States, are driving the development of AI technologies. THE AGENT'S TRILEMMA IN THE INSTITUTIONAL MATRIX: THE TEN-GAP THEORY AND THE MULTI-CHANNEL SALES FUNNEL

Abstract. The article is devoted to the author's developments that are in line with the institutional approach to identifying and evaluating consumer behavior in the markets of high-tech goods. The author has developed the theory of ten gaps, which is an example of a risk-based gap analysis conducted by consumers. A flat Likert scale is proposed and the limits of its applicability are discussed. The peculiarities of using coarse (technological) and fine (economic) filters in decision-making are revealed. A modification of the classic AIDA model has been developed and a multi-channel sales funnel related to this fact has been proposed. The trilemma of agent behavior in the institutional matrix is substantiated. Ways to overcome resource scarcity as an extreme task are discussed.

ECONOMIC JUSTIFICATION AND DECISION-MAKING ALGORITHM TO ELIMINATE INFORMATION SECURITY PROBLEMS OF WEB APPLICATIONS IN THE REGIONAL AND INDUSTRIAL ECONOMY

Abstract. This article examines the problem of making management decisions when eliminating information security (IS) threats to web applications from the perspective of economic efficiency for regional and industry enterprises. In the context of the total digitalization of the economy, data protection issues have ceased to be purely a technical task, becoming a strategic planning issue. The goal is to develop a comprehensive algorithm that will help businesses not only respond to technical failures but also intelligently allocate their IT security budget. The article analyzes traditional approaches to vulnerability management, proposes a step-by-step algorithm, and introduces mathematical risk assessment models. Particular attention is paid to the specifics of specific industries: grocery retail (using data analysis from federal and regional networks as an example), the Industrial Internet of Things (IIoT) based on small manufacturing enterprises, and the financial sector. It is shown that timely elimination of vulnerabilities provides a direct economic benefit by preventing downtime, loss of analytical data, and regulatory fines. This article is intended for specialists in the fields of innovation, economic security, and the management of knowledge-intensive industries.

STRATEGIC AND PROSPECTIVE APPROACHES TO ASSESSING SUSTAINABLE AGRICULTURAL DEVELOPMENT

Abstract. This article substantiates strategic and long-term approaches to assessing sustainable agricultural development, taking into account the impact of innovation resources. Scenario models for achieving medium-term sustainable agricultural development targets have been developed, taking into account time lags in the manifestation of innovation effects. A matrix of the correspondence between innovative development models and the level of a region's innovation resources has been created. Practical testing was conducted using data from the Chuvash Republic. The results of the study can be used in developing regional strategies for sustainable development of the agricultural sector and improving mechanisms for state support of innovation.

CONCEPTUAL ASPECTS OF ECONOMIC POLICY IN THE FIELD OF PHARMACEUTICAL INDUSTRY DEVELOPMENT

Abstract. This article summarizes the results of a study examining the conceptual aspects that determine the essence, content, and focus of economic policy implemented at the state level in the development of the pharmaceutical industry as a key structural element of the Russian Federation's national economy. Economic policy in relation to the pharmaceutical industry is a means of achieving strategic development priorities and is considered a mechanism for influencing economic processes occurring within its life cycle through the interaction of patterns and instruments of state regulation. Systematization of conceptual aspects for defining economic policy and the evolution of its substantive content has demonstrated the need for a comprehensive understanding of this policy, a systemic and strategic approach to its development and implementation, and a balanced combination of state regulation and market self-regulation, taking into account increasing market uncertainty, the aggressive nature of external challenges, a focus on full import substitution, and an understanding of its high social significance within the national economy.

UNEMPLOYMENT AS A THREAT TO THE ECONOMIC SECURITY OF A REGION: ECONOMETRIC ANALYSIS OF PANEL DATA BASED ON A CLUSTER APPROACH

Abstract. The paper presents the results of an econometric study of factors influencing the number of the unemployed across 82 regions of the Russian Federation over the period from 2000 to 2023. Using hierarchical clustering and the k-means method, a region-year typology was constructed that combines observations into four homogeneous groups: persistently low unemployment, an average level, crisis episodes, and chronically elevated unemployment. For each group, panel regression models with fixed or random effects and robust standard errors were estimated. It was established that gross regional product per capita acts as a universal stabilizer of the labor market, whereas population size is the main factor associated with an increase in the number of unemployed persons. Differentiated recommendations on employment policy were formulated, and risks to economic security were identified for each type of region.

Abstract. This article examines the methodology for assessing the impact of national projects on the regional economy in which they are implemented. General approaches, principles, and performance indicators reflecting the impact of national project funding implemented in a region are discussed. Many studies examine the impact through the lens of economic efficiency in spending, but the impact on the regional economy is not always examined. The author proposes approaches to organizing such monitoring and a system of cross-cutting territorial and sectoral benchmarks characterizing the impact of national projects.

FACTORS AND TOOLS FOR ENSURING THE SAFETY OF THE REGION'S ENERGY COMPLEX

Abstract. The article discusses important aspects of ensuring the safety of the region's energy complex as an important subsystem of the territorial infrastructure. The main factors affecting the level of regional energy security are systematized: technical and operational factors (equipment wear and network reliability), natural and climatic factors, geopolitical factors, and organizational and managerial factors. Special attention is given to safety management tools, including technical condition monitoring, the introduction of digital systems for predicting emergencies, capacity reservation, and public-private partnership mechanisms. Based on the analysis, the paper proposes ways to improve the region's energy system's resilience to internal and external threats, which may be of interest to specialists in regional economics, energy management, and public regulation of the fuel and energy sector.

TRANSFORMATION OF THE PERIODIZATION OF APPROACHES TO THE ANALYSIS OF EXTERNAL FACTORS OF REGIONAL DEVELOPMENT IN THE CONTEXT OF DIGITAL TRANSFORMATION

Abstract. The article explores the processes of transformation of approaches to the analysis of external factors of safe regional development in the conditions of digital transformation of the economy. The main stages of evolution of scientific approaches to the assessment of regional development factors are considered: the industrial stage, the stage of globalization, and the stage of digitalization. The main changes in the system of external factors affecting the sustainability and prospects of development of regional economic systems in modern conditions are identified. It is determined that the development of digital infrastructure, platform economy, big data technologies, and intelligent information analysis systems leads to changes in the mechanisms of functioning of the regional economy and methods of assessing the external environment. Based on the analysis of statistical data from the Chuvash Republic, the article identifies trends in the digital transformation of the regional economy, reflecting the dynamics of the development of digital services, investment activity, information infrastructure, and the processes of digitalization of public administration. The article substantiates the need to transition from traditional methods of analyzing external factors to data-driven approaches based on the use of big data technologies and intelligent analytics. The article concludes that digital transformation is shaping new requirements for the system of secure regional governance and tools for assessing the prospects for the secure development of regional economic systems.

MECHANISM FOR IDENTIFYING RISKS AND THREATS TO ECONOMIC SECURITY OF MACROECONOMIC SYSTEMS

Abstract. A key condition for achieving macroeconomic security is the development of an effective mechanism for its implementation, including regular analysis of macroeconomic indicators, long-term economic development programs and their implementation, and improvements to legislation and the regulatory framework aimed at protecting national economic interests. The constantly growing risks and threats to national economic security and the use of strategies to prevent them make this a pressing issue. The author proposes an algorithm for assessing economic security risks and the use of specific countermeasures corresponding to a given level of risk and threat.

IMPROVING BUDGET EXPENDITURE EFFICIENCY AS A FACTOR IN ENSURING REGIONAL ECONOMIC SECURITY

Abstract. This article presents a comprehensive analysis of improving the efficiency of budget expenditures as a key element in ensuring regional economic security. The Mari El Republic is the object of study. The efficiency of budget expenditures is determined not only by their volume and balance, but also by their strategic adequacy, that is, their ability to exert maximum positive influence on key economic security parameters, such as economic sovereignty, resilience to external shocks, and the quality of human potential. Based on a synthesis of theoretical principles and empirical data, specific mechanisms for integrating "security efficiency" principles into the budgetary process of the Mari El Republic are proposed, including improving program-targeted methods, introducing performance audits, and developing public-private partnerships. The findings and recommendations can be used by regional government bodies in formulating and implementing budgetary, tax, and socioeconomic policies aimed at strengthening economic security in the medium and long term.

ORGANIZATION OF THE ACTIVITIES OF THE MINISTRY OF INTERNAL AFFAIRS IN THE SPHERE OF ENSURING ECONOMIC SECURITY OF THE REPUBLIC OF MARI EL

Abstract. This article examines the role of internal affairs agencies, specifically the economic security and anti-corruption departments, in protecting the economic interests of the state, businesses, and citizens. Quantitative assessments of the effectiveness of the economic security and anti-corruption departments of the Ministry of Internal Affairs are presented. Using the example of the Mari El Republic, the article examines the departments' priority areas of work in combating corruption, combating economic crimes in key sectors, and preventing illegal product trafficking. The need for a systems approach to ensuring economic security is substantiated, focusing on eliminating specific channels of economic damage and organizing a multi-level prevention system.

ECONOMIC DEVELOPMENT OF SMALL AND MEDIUM ENTREPRENEURSHIP IN THE SPHERE OF TOURISM IN THE CONTEXT OF INSTITUTIONAL TRANSFORMATIONS

Abstract. This article examines institutional transformations and their impact on the economic development of small and medium-sized enterprises (SMEs) in the tourism sector. Statistical data and theoretical approaches are used to explore the multifaceted nature of this topic. Particular attention is paid to analyzing the impact of recent legislative changes: transport tax, increased insurance premiums, and the legalization of guest houses. Proposals are provided for the use of the Unified Register of Small and Medium-sized Enterprises in Tourism (URMSPT) to monitor industry development dynamics. This article is intended for economists, government officials, and entrepreneurs interested in developing the tourism industry.

FEATURES OF APPLICATION OF TOOLS FOR ASSESSING ECONOMIC DEVELOPMENT OF THE REGIONAL EDUCATION SECTOR USING THE EXAMPLE OF THE VOLGOGRAD REGION

Abstract. This article explores the specifics of applying tools for assessing the economic development of the regional education sector. Given that each regional education sector develops under the influence of local socio-economic specifics, the methodology must reflect territorial differences. Furthermore, without a reliable assessment framework, it is impossible to diagnose the initial level, dynamics, and areas of lag. The scientific novelty of the article lies in: clarifying the stages of developing tools and indicators for assessing the economic development of the regional education sector; systematizing variations in approaches to assessing economic development indicators in the education sector; and refining the matrix of tasks requiring consideration of the specifics of applying the tools in relation to the conditions of the Volgograd Region. The authors dynamically calculated the integral index and group indicators obtained through the application of the tools based on data from 2022–2024 in the Volgograd Region and substantiated problem areas requiring management intervention.

ECONOMIC DEVELOPMENT OF THE ARKHANGELSK REGION: FEATURES, CHALLENGES AND PROSPECTS

Abstract. This article examines the economic development of the Arkhangelsk Region, a strategically important region in the Arctic zone of the Russian Federation. Using official data from Rosstat, materials from the territorial statistics office for the Arkhangelsk Region, and scientific publications, the authors analyze the sectoral structure of the economy, the dynamics of the gross regional product, investment activity, and the demographic situation in the region. The most significant industries for the Arkhangelsk Region—the forestry and shipbuilding industries—are highlighted. Particular attention is paid to the threats facing the region's economy in the current environment. The article examines economic development prospects and substantiates the region's significant potential associated with the development of the Northern Sea Route, the implementation of Arctic zone projects, and the modernization of port infrastructure.

RUSSIAN-BELARUSIAN ECONOMIC COOPERATION IN THE CONTEXT OF ENSURING RUSSIA'S ECONOMIC SECURITY

Abstract. The intensification of Russian-Belarusian economic cooperation under the influence of external pressure provides new opportunities for the development of exports of goods and services, saturation of the Russian domestic market, implementation of import-substituting projects, industrial cooperation, and the profitable placement of Russian investments. The study is devoted to the examination of trends and characteristics of the development of Russian-Belarusian economic cooperation in the context of ensuring Russia's economic security. The article examines statistical indicators characterizing the development of mutual trade in goods and services, mutual investments, and industrial cooperation in the Union State. The results of the study showed that the pace of development of mutual trade in goods between Russia and Belarus has slowed significantly, and the positive dynamics are ensured by various types of services. The volume of mutual trade in goods and services exceeded USD 57 billion, and mutual investments in the real sector - USD 10 billion by the end of 2024. To fully realize the potential of the Union State as an integration project and strengthen Russia's economic security, it is recommended to implement a bilateral cooperation program between the regions. The possibility of creating joint economic zones in Belarus, where import-substitution projects targeting the Russian market would be implemented, should also be considered. For complex innovative projects requiring the participation of several regions of Russia and Belarus, an integrated logistics and manufacturing cluster model appears promising.

ANALYSIS OF TAX STABILITY OF THE BUDGET OF THE REPUBLIC OF MARI EL

Abstract. This article analyzes the fiscal sustainability of the Mari El Republic's budget in the face of economic uncertainty. It emphasizes that a high level of fiscal sustainability helps reduce dependence on interbudgetary transfers and increase the region's financial self-sufficiency. Fiscal sustainability is viewed as a key factor influencing the region's economic security. Suggested approaches to increasing budget revenues include stimulating investment activity, supporting small and medium-sized businesses, and increasing employment.

MECHANISMS FOR INCREASING THE TAX POTENTIAL OF THE REPUBLIC OF MARI EL

Abstract. This article examines the problems associated with insufficient diversification of the tax base and high dependence on personal income tax. A comprehensive approach to addressing these issues is proposed, including the development of small and medium-sized businesses, improving tax administration, and reducing the shadow economy. The implementation of the Federal Tax Service of Russia's industry-specific project "Public Catering" is examined from the perspective of increasing the tax sustainability of the Mari El Republic's budget and as a tool for "whitening" the region's economy. A tax risk map for catering establishments is constructed.
